COUNCIL MINUTES SEPTEMBER 23, 2002 <br />initial plans of using a well and septic system for the site, which would also necessitate provision of a <br />tank system for fire suppression purposes. <br />Associate Planner Gretz noted that access to the site is off Ash Street, a County road. As such, plans <br />have been forwarded to the Anoka County Highway Department. The County has offered a number <br />of comments, which have been incorporated into the conditions. Chief among the comments offered <br />was a dedication of 100 feet of right-of-way and right -of -access along Ash Street. In addition, Anoka <br />County had verbally indicated to City Engineer Studenski that a right turn lane should be striped onto <br />the shoulder of Ash Street to facilitate access onto the site. <br />In terms of parking requirements, based on building occupancy figures, Associate Planner Gretz <br />advised that 90 parking stalls are required, with 99 stalls to be actually constructed. These stalls will <br />be divided between two parking areas, with entry/exit onto Ash Street via a 24 foot wide driveway <br />entrance. <br />Associate Planner Gretz stated lighting for the site appears adeq te. s have been submitted <br />which show shoebox style, no -spill lighting fixtures. The pplan shows candle readings <br />within those set by City Ordinance. At the Planning and Zo g Beard meeting, residents to the west <br />of the site expressed concerns over glare, but shoebox/n• i 'e lighting is designed to eliminate <br />such problems for neighboring uses, as light is direct ward and is recessed, and so shielded. <br />Residents also inquired about alternate manageme • the ting, requesting that it be turned off or <br />dimmed when the church is not in use. Police argeneral, supportive of such practices, <br />advising lighting to be on from dusk to dawn t• • e. However, they leave such issues to the <br />discretion of the occupant/owners to a large 4dee. At a minimum, Lino Lakes' police officer Mike <br />Rumpsa advises that several poles should ='n during the night and that the front and all <br />entrances/exits of the building be lit. <br />Associate Planner Gretz indicated dsc ng . rs or screening is of importance, since the site is <br />surrounded by residential uses, an• dinance specifically directs "adequate screening from <br />abutting residential uses" in s of ' ' a fence or green belt planting strip. At the Planning <br />and Zoning Board meeting, r n s,i '• the west of the site had expressed a clear desire to have <br />landscaping and/or berming in ace of the proposed fence. Such a change appears workable to both <br />the applicant and staff, and the 1 dscape plan has been reworked to reflect such changes. <br />Associate Planner Gretz noted the Environmental Board, in reviewing the submitted landscape plan, <br />has recommended some alternate tree choices and sites. In addition, the Board has also recommended <br />that a tree inventory and preservation plan be submitted for the site. These recommendations are <br />summarized in a memo from Environmental Specialist Asleson, which has been provided for Council <br />review. <br />Associate Planner Gretz indicated that grading and drainage issues have been resolved to the <br />satisfaction of City Engineer Studenski. In general, storm water runoff will flow east and north across <br />the parking areas, and then into a series of two infiltration ponds located on the northeastern part of <br />the site.
