The site is zoned Rural, and <br />since under City Ordinance any "Public, educational, or religious building" sited in a Rural zone <br />requires a Conditional Use Permit, a CUP is also being applied for. <br />Associate Planner Gretz noted the proposed site is unique in that it borders two other municipalities. <br />There is single-family residential to the west of the site, which is in Circle Pines along Indian Hills <br />Drive. There is also single-family residential to the south of the site, along Ash Street in Shoreview. <br />Properties to the east and north of the site, along Ash Street and Baldwin Lake Road in Lino Lakes, <br />are also residential in use, but zoned Rural. The northern half of the property is wooded, with a <br />wetland. According to submitted plans, this area is to remain largely undeveloped. The southern half <br />of the property is largely open grassland, and it is on this area that the Church will be sited. <br />Associate Planner Gretz indicated the plans show the proposed church building to consist of <br />approximately 15,000 sq. ft. of building space over three levels a basement, or lower level, would <br />contain areas for classrooms, fellowship, and kitchen facilities; gib- 'n, or ground level, would <br />contain the main sanctuary, or assembly, area; the second, or up would contain a parent/child <br />room and room for storage. In addition, plans show a 60' X the north side of the church <br />which is identified as an area for future expansion. Plans fo - e exterior of the building show a brick <br />facing, or apron, above which will be vinyl siding. The rs g f ih e covered with asphalt shingles. <br />All required setbacks are met. <br />Associate Planner Gretz advised that City sewer acid w r are not available for the site. Although the <br />site is located in a Phase 1 Growth Area, an ar i '';~ limed as possibly having City services available <br />by the year 2010, there are no immediate plservice this area, according to City Engineer Jim <br />Studenski. Connections are now approxi &,, 0 feet away. Plans initially submitted by the <br />applicant indicate a well and septic syst s`_ to s ice the site, and information submitted indicates the <br />site capable of handling such system proposed building will have to have a fire <br />suppression sprinkler system instal have access to City water; this will require design <br />and installation of a holding tank cap delivering water in quantities and at a pressure adequate <br />for fire suppression needs.. di the applicant to submit design specifications for such a <br />fire suppression system, since = ionality of the site is completely dependent on the viability of <br />such a system, and the applican as done so. <br />Associate Planner Gretz explained that in response to further questions and concerns over the <br />proposed use of a well and septic system, City Engineer Jim Studenski investigated the possibility of <br />providing sanitary sewer and water to the site via the City of Circle Pines. Such connections are <br />available 350 feet west and approximately 125 feet north of the site, on Indian Hills Drive in Circle <br />Pines. The estimated cost of connecting is $55,000. In addition, such a connection would involve a <br />joint powers act between the City of Circle Pines and the City of Lino Lakes. After the Planning and <br />Zoning Board meeting in July, staff had told the applicant that they would explore utility availability <br />through Circle Pines, in hopes of being able to offer City services to the site rather than using a well <br />and septic system. Although all avenues have not yet been explored, according to Community <br />Development Director Mike Grochala the provision of utilities via Circle Pines appears to be <br />problematic due to right-of-way issues, MUSA expansion, and location of existing private utility <br />services. As a result, staff has concluded that the applicant should probably plan on pursuing their <br />29 <br />
