A meeting to discuss the <br />Growth Management Policy also needs to be scheduled. She distributed a November and <br />December calendar and reviewed possible meeting dates. <br />Council determined a special work session to discuss the Growth Management Policy <br />will be tentatively scheduled for November 19, 2002, 6:00 p.m. <br />STORM WATER MANAGEMENT GUIDE PLAN, MICHAEL GROCHALA <br />Community Development Director Grochala advised in 1990, the Environmental <br />Protection Agency (EPA) established Phase I of the National Pollutant Discharge <br />Elimination System (NPDES) storm water program. Polluted storm water runoff is often <br />transported to municipal separate storm sewer systems (MS4s) and ultimately discharge <br />into local rivers and streams without treatment. The purpose of the NPDES Phase I was <br />to implement a storm water management program as a means to control polluted <br />discharges to (MS4s). MS4s are categorized as a state, city, county, township, watershed <br />district or other public agency who discharges to waters of the U.S. using systems they <br />own that are designed or used for collecting or conveying storm water. <br />Phase I relied on NPDES permits to address storm water runoff from: (1) large (MS4s) <br />generally serving populations of 100,000 or greater (2) ten categories of construction <br />activity disturbing 5 acres of land or greater, and (3) ten categories of industrial activity. <br />NPDES permits for construction activities within Lino Lakes are currently administered <br />by the Minnesota Pollution Control Agency (MPCA). <br />NPDES Phase II is intended to further reduce adverse impact to water quality and aquatic <br />habitat by extending coverage to small MS4s, including Lino Lakes, and construction <br />activities disturbing one to five acres.
