SPECIAL COUNCIL WORK SESSION OCTOBER 30, 2002 <br />Councilmember O'Donnell asked if density bonus is included in the document. City <br />Planner Smyser stated density bonus is made possible in several zoning districts so it is <br />included within the ordinance. <br />Councilmember Reinert asked why a Yield Plan is necessary. City Planner Smyser <br />outlined a drawing that demonstrated the reason for a Yield Plan. <br />Community Development Director Grochala stated a Yield Plan is used to determine how <br />many lots should be in an area under regular zoning. <br />Councilmember O'Donnell stated the Task Force did have a lot of discussion about the <br />Yield Plan because it does change the complexity of the City. The trade off for smaller <br />lots is having an open space preserved area. <br />City Planner Smyser advised the Phasing Plan is very specifical ,raid out in the <br />document. <br />Mayor Bergeson asked if a phasing plan will be required-Aor a ten home development. <br />City Planner Smyser stated there should be a threshold th ` would require a phasing plan. <br />Community Development Director Grochala su sted a'statement be added that the <br />phasing plan is in accordance with the Growt Management Policy. <br />Councilmember Carlson asked why ghost p is are only required in rural areas. She <br />y i <br />stated ghost plats should also apply to z g districts. City Planner Smyser <br />advised the Ghost Plat paragraph sa at if property is going to subdivide in an area <br />that will include utilities at some t future, a ghost plat is required to ensure the <br />layout of the plat coincides wit l the ii re ' wines. He noted he believes a ghost plat <br />does apply to other districts but eck to make sure that it does. <br />Councilmember Carlson std s has a question regarding the lack of simple majority <br />for a plat approval. She as d if that could be a 2-1 vote or has to be the simple majority <br />of the full Council. <br />City Planner Smyser advised only a simple majority is necessary. The purpose of that is <br />to state that if a plat is not approved it is considered a denial. <br />City Planner Smyser referred to no. 16 regarding the question on how to deal with <br />phasing plans. The Council had indicated they wanted some sort of requirement <br />regarding the completion of one stage before work can be started on the next phase. <br />Councilmember Reinert stated their needs to be some incentive for developers so this <br />issue is not a problem. <br />• <br />
