All preliminary plats and residential development greater than _40_ lots/units must <br />have, as condition of approval, a phasing plan that establishes: <br />a. a schedule for final platting a specified number of lots/units on an annual basis <br />b. specifies the location of and number of lots in each phase (final plat). <br />10. The target for the maximum number of lots in each phase is 50. <br />11. The City will maintain an inventory of approved phasing plans indicating the number <br />of units/lots scheduled for final plat approval in future years. <br />12. An approved phasing plan is a commitment by the City to approve final plats and <br />grant MUSA reserve acres according to the phasing plan. MUSA reserve is actually <br />granted at the same time as final plat approval. The phasing plan does not in any way <br />eliminate the requirements of the subdivision ordinance ning ordinance, and other <br />official controls, as may be amended. <br />13. MUSA reserve acreage to be granted shall be the acre <br />uild'able area only. <br />14. Allocating or granting MUSA reserve within the Stage 1 growth area in accordance <br />with a phasing plan for the project is an action that implements the comprehensive <br />plan: it is not an amendment of the comprehensivelan. Allocating MUSA reserve <br />shall require the same majority vote by the City "Council as is required for a rezoning. <br />• 15. This growth management policy shall not apply to the area of "The Village," in the <br />southeast quadrant of the I-35W/Lake rive interchange. <br />• <br />16. The City shall review this growth management policy on an annual basis. <br />City Planner Smyser referred to `page 2of the draft ordinance and reviewed the provisions <br />of the Growth Management Policy. <br />Mayor Bergeson asked if the City will be doing a future pipe map for City utilities. <br />Community Development Director Grochala advised the City will be doing a detailed <br />comprehensive sanitary sewer plan in 2003. <br />Councilmember Carlson stated she has asked for a copy of the final Comprehensive Plan. <br />Community Development Director Grochala advised staff is still putting the maps <br />together to include in the final Comprehensive Plan. <br />City Planner Smyser added there are also some revisions to the text that is being done. <br />Councilmember Carlson stated she would like to review the Growth Management Policy <br />in relation to the final Comprehensive Plan and she would need to do so before she voted. <br />
