• <br />SPECIAL COUNCIL WORK SESSION NOVEMBER 19, 2002 <br />Councilmember Reinert inquired how the City will define adequate transportation in <br />relation to the Growth Management Policy. City Planner Smyser advised standards are <br />laid out for transportation in the subdivision ordinance. <br />Councilmember O'Donnell suggested the transportation standards be attached to or <br />referenced in the Growth Management Policy ordinance. <br />City Planner Smyser referred to Attachment A, page 5 of the ordinance noting the <br />numbers for the new MUSA Reserve for each growth period are taken right out of the <br />Comprehensive Plan. There are 300.7 acres designated for residential development. The <br />City has already allocated some of that to future development. Therefore, the City has <br />252.9 acre of MUSA for the next 7 years. Thirty-six acres of MUSA Reserve can be <br />allocated each year. That figure does not include areas that already have MUSA. <br />Councilmember Reinert asked if the City can use commercial SA for residential use if <br />the commercial MUSA is not being used. City Planner Smyser stated the Council will <br />have to determine that because it is a possibility. The policy can -be amended at some <br />point in the future. The annual target is to allocate 36 acres of MUSA per year. The <br />Council can determine to put a limit on commerciaUrridus"trial MUSA reserve that can <br />also be allocated. <br />City Planner Smyser continued stating the goal for residential development is an average <br />of 147 new homes per year, both within and: oxide, of the MUSA. The Council has to <br />determine if the Growth Management Policy will apply to the Village. <br />Mayor Bergeson stated the City cancontrol new MUSA. He asked if the City can also <br />control existing MUSA. City Planner Srnyser stated that the policy will say that just <br />because you are in the MUSA you do not have the right to develop beyond the 147 units <br />per year. The initial data the City has received indicates there is 200 acres in the existing <br />MUSA. Within a couple �yearstl e e isting MUSA will not be an issue. <br />City Planner Smyser read provision #7 relating to the annual targets of growth noting they <br />may not be exceeded by 20% for any one project. He advised staff has struggled with the <br />language in this provision. Twenty percent would be a normal variation and not violate <br />the policy. To exceed 20% there would have to be a strong public purpose. <br />Councilmember Reinert suggested it should be part of the policy that areas that are in the <br />MUSA get preference over areas not in the MUSA. City Planner Smyser stated it would <br />be difficult to come right out and say that or enforce that due to legal issues. However, <br />the City is trying to do that within the policy. He noted provision #7 would be rewritten <br />to be more specific. <br />City Planner Smyser continued stating provision #8 relates to stage 2 MUSA use. The <br />City did receive MUSA reserve for the stage 2 growth area. A comprehensive Plan <br />amendment would have to be approved to use the stage 2 growth area MUSA before the <br />
