• SPECIAL COUNCIL WORK SESSION NOVEMBER 19, 2002 stage 2 growth time period. The Council needs to determine if that should stay within the policy. City Planner Smyser referred to provision #9 regarding the Phasing Plan noting a plan with more than 41 lots should be phased. Provision #10 relates to the maximum number of lots within a phasing plan. Provision #11 refers to the lot inventory. Provision #12 refers to the approval of a phasing plan and MUSA allocation. When the City approves a phasing plan, the City is also committing to allocating the MUSA for that plan. Councilmember O'Donnell asked how staff will keep track of MUSA that has been allocated to phasing plans. City Planner Smyser advised staff would keep track of that with a spread sheet. A plan must implement the Comprehensive Plan and not amend the Comprehensive Plan to get MUSA allocated in the stage 1 growth area. City Planner Smyser referred to provision #15 that indicates the Growth Management Policy will not apply to the Village. The Council needs to determine if that provision should stay within the policy. Provision #16 indicates the e`policy 'will be reviewed on an annual basis. Mayor Bergeson inquired about the timeline for the-Grdwth Management Policy. City Planner Smyser stated the policy will be revised and the Council needs to make some decisions regarding what will stay within the policy. Councilmember O'Donnell suggested a draft of the policy be distributed to all City Boards for review. Mayor Bergeson requested a summa y of licy decisions the Council must decide on within the Growth Management Policy. There being no further liiuiness to discuss regarding this issue, the meeting was adjourned at 7:45 p.m. These minutes were considered, corrected and approved at the regular Council meeting held on December 9, 2002.
