• <br />SPECIAL COUNCIL WORK SESSION NOVEMBER 19, 2002 <br />stage 2 growth time period. The Council needs to determine if that should stay within the <br />policy. <br />City Planner Smyser referred to provision #9 regarding the Phasing Plan noting a plan <br />with more than 41 lots should be phased. Provision #10 relates to the maximum number <br />of lots within a phasing plan. Provision #11 refers to the lot inventory. Provision #12 <br />refers to the approval of a phasing plan and MUSA allocation. When the City approves a <br />phasing plan, the City is also committing to allocating the MUSA for that plan. <br />Councilmember O'Donnell asked how staff will keep track of MUSA that has been <br />allocated to phasing plans. City Planner Smyser advised staff would keep track of that <br />with a spread sheet. A plan must implement the Comprehensive Plan and not amend the <br />Comprehensive Plan to get MUSA allocated in the stage 1 growth area. <br />City Planner Smyser referred to provision #15 that indicates the Growth Management <br />Policy will not apply to the Village. The Council needs to determine if that provision <br />should stay within the policy. Provision #16 indicates the e`policy 'will be reviewed on an <br />annual basis. <br />Mayor Bergeson inquired about the timeline for the-Grdwth Management Policy. City <br />Planner Smyser stated the policy will be revised and the Council needs to make some <br />decisions regarding what will stay within the policy. <br />Councilmember O'Donnell suggested a draft of the policy be distributed to all City <br />Boards for review. <br />Mayor Bergeson requested a summa y of licy decisions the Council must decide on <br />within the Growth Management Policy. <br />There being no further liiuiness to discuss regarding this issue, the meeting was <br />adjourned at 7:45 p.m. <br />These minutes were considered, corrected and approved at the regular Council meeting held on <br />December 9, 2002. <br />Ann Blai % City Clerk <br />Transcribed by: <br />Kim Points <br />TimeSaver Off Site Secretarial, Inc. <br />6 <br />
