• <br />• <br />CITY COUNCIL WORK SESSION NOVEMBER 20, 2002 <br />APPROVED <br />CITY OF LINO LAKES <br />MINUTES <br />DATE : November 20, 2002 <br />TIME STARTED : 5:34 p.m. <br />TIME ENDED : 8:25 p.m. <br />MEMBERS PRESENT : Councilmember Dahl, Carlson, <br />O'Donnell, Reinert and Mayor Bergeson <br />MEMBERS ABSENT : None <br />Staff members present: City Administrator, Linda Waite Smith; Community <br />Development Director, Michael Grochala; Finance Director, Al Rolek (part); Economic <br />Development Assistant, Mary Alice Divine (part); and City Engineer, Jim Studenski <br />CSM DEVELOPMENT/DR HORTON PRESENTATION, I -35E <br />DEVELOPMENT, MICHAEL GROCHALA <br />Community Development Director Grochala advised CSM Development and D.R. <br />Horton are present to talk about potential development on the east side of the City along <br />35E. <br />Mr. Bart Rehbine, developer, came forward and thanked the City Council for the <br />opportunity to speak this evening. He referred to a map pointing out the proposed site for <br />development along 35E and County Road 14. He stated he has looked at the site and how <br />it may be developed. Because of the size of the site, other developers were brought in. <br />The area is 362 acres. He stated he realizes there are major concerns about traffic and <br />infrastructure. The developers do not have a concept plan but would like feedback from <br />the Council. <br />Mr. Matolla, D.R. Horton, distributed and reviewed information that he also presented on <br />the overhead. The packet included information on D.R. Horton, market presence, and <br />metro development. He showed examples of other large developments D.R. Horton has <br />worked on in Lakeville and St. Paul Park. <br />Mr. Mark, Nordland, CSM Development, distributed and reviewed information also. The <br />information included CSM Corporation history, the CSM Corporation Portfolio, and <br />examples of different types of development including lodging, retail and industrial. He <br />noted CSM Development typically owns their developments for the long term. <br />Mr. Matolla reviewed information in relation to the range of uses and planning <br />suggestions for this project. He noted the developers have no preconceived notion about <br />what will be developed and do not yet have a concept plan. He stated he looks forward to <br />working with the City Council and staff on this project. <br />
