• <br />• <br />CITY COUNCIL WORK SESSION NOVEMBER 20, 2002 <br />APPROVED <br />Mayor Bergeson stated the City has two major commercial areas. One of those areas has <br />been master planned. The commercial area on the east side of the City is not very far <br />along in the planning process. The intent is for staff to work on a master plan for that <br />area. <br />Councilmember Carlson asked Mr. Rehbine to point out the area on the Lino Lakes map <br />and inquired about sewer and water. <br />Mr. Rehbine referred to the map and indicated he has been told the area has been stubbed <br />and will be able to handle this development. <br />Mayor Bergeson advised the Comprehensive Plan indicates some residential development <br />in that area. <br />Community Development Director Grochala stated the land use calls for low and medium <br />density housing, commercial as well as industrial development. He stated staff has <br />discussed the residential unit annual goals of the City with the developers. Staff feels this <br />is an excellent opportunity for the City to get the area master planned. The developers <br />are aware there are transportation issues. The Rice Creek Watershed District may also <br />get involved with the master plan. <br />Councilmember O'Donnell asked if there is the potential for oversaturation of this type of <br />development within the City. Community Development Director Grochala advised this <br />type of development is different than the Village development. <br />Mayor Bergeson stated the interchange in that area is substandard. Master planning the <br />area may move the improvements that are necessary up in terms of priority. <br />FIVE-YEAR FINANCIAL PLAN, AL ROLEK <br />Finance Director Rolek distributed and reviewed a draft of the revised Five Year Plan for <br />years 2003-2007. He noted there are three things overall that change the Plan, including <br />personnel, equipment needs and inflationary figures. <br />Mayor Bergeson stated he does not want the City in a position that it has to hire nine <br />additional employees in the next five years because that is what is in the Plan. Finance <br />Director Rolek advised the Plan is only a concept plan and it does not mean this is what <br />will necessarily happen. The Plan will be reviewed and revised every year. <br />Councilmember Carlson expressed concern that the levy limits may change at some point <br />in the future. Finance Director Rolek advised the City will have to respond to any <br />changes in the levy limits if that happens. <br />Community Development Director Grochala gave an overview of the infrastructure <br />improvements programmed within the City for the next five-year planning period. He <br />noted staff is concerned about the state aid projects and how those funds are being used. <br />
