• <br />APPROVED COUNCIL MINUTES NOVEMBER 25, 2002 <br />Comment: Bank drive-through, child day care and service station uses currently exist within <br />the City of Lino Lakes. None of the uses should be detrimental or endanger the public in <br />conjunction with conditions of approval. <br />2. Will be harmonious with the general and applicable specific plans and policies of the <br />Comprehensive Plan of the City and this ordinance. <br />Comment: The Comprehensive Plan guides for commercial use of this site. Once rezoned <br />from R-1 to General Business the site would match the Comprehensive Plan. <br />3. Will be designed, constructed, operated, and maintained so as to be harmonious and <br />appropriate in appearance with the existing and/or intended character of the general vicinity <br />and will not change the essential character of that area. <br />Comment: The building designs include many windows and rock face block. The design will <br />be carried through on all four sides of the buildings. This should help make the buildings <br />more attractive. Landscaping and fencing should soften the development and help screen the <br />use from residents. The added sidewalk should be beneficial for pedestrians. Restrictions on <br />canopy lighting, outside audio, hours of operation, and limited delivery hours will minimize <br />the fueling station impacts to existing residential properties. <br />• 4. Will be served adequately by essential public facilities and services, including street, police <br />and fire protection, drainage structures, refuse disposal, water and sewer systems, and schools; <br />or will be served adequately by such facilities and services provided by the persons or <br />agencies responsible for the establishment of the proposed use. <br />Comment: The proposal should be served adequately by such facilities and services. <br />5. Will not create excessive additional requirements at public cost for public facilities and <br />services and will not be detrimental to the economic welfare of the community. <br />Comment: This development should not increase public costs, and will enhance the economic <br />welfare of the community. <br />6. Will not involve uses, activities, processes, materials, equipment and conditions of operation <br />that will be detrimental to any persons, property, or the general welfare because of excessive <br />production of traffic, noise, smoke, fumes, glare, or odors. <br />Comment: The proposed commercial uses upon this site should not create any excessive <br />externalities that would be abnormal to the character of commercial sites. <br />7. Will have vehicular approaches to the property which are so designed as not to create traffic <br />congestion or an interference with traffic on surrounding public thoroughfares. <br />12 <br />
