• <br />CITY COUNCIL WORK SESSION DECEMBER 11, 2002 <br />APPROVED <br />CITY OF LINO LAKES <br />MINUTES <br />DATE : December 11, 2002 <br />TIME STARTED : 5:31 p.m. <br />TIME ENDED : 8:16 p.m. <br />MEMBERS PRESENT : Council Member Dahl, Carlson, <br />O'Donnell, Reinert and Mayor <br />Bergeson (6:26 p.m.) <br />MEMBERS ABSENT : None <br />Staff members present: Director of Administration, Dan Tesch; City Engineer, Jim <br />Studenski (part); Chief of Police, Dave Pecchia (part); City Planner, Jeff Smyser (part); <br />Public Services Director, Rick DeGardner; and City Clerk, Ann Blair <br />PUBLIC SAFETY DEPARTMENT UPDATE, POLICE CHIEF DAVE PECCHIA <br />Chief Pecchia advised the department has received a grant in the amount of $12,000 for <br />mapping software and equipment. The equipment will allow the department to develop <br />trends and give aerial views of crimes in progress. In return for the grant, the department <br />will give the company presentations and be allowed to show the equipment in relation to <br />the City of Lino Lakes. <br />Councilmember O'Donnell asked if the grant is a matching grant. Chief Pecchia <br />indicated the grant does not have to be matched by the City. <br />Chief Pecchia stated he would like to address the issue that was discussed during Open <br />Mike at the last Council meeting. He noted he could not give details of this issue because <br />it is a child welfare case. He reviewed the process the City and welfare department <br />follow when this occurs. <br />Chief Pecchia referred to a letter from Human Services dated July 30, 2002, sent to Mr. <br />Underdahl. He stated the Council did not receive the information about the letter during <br />Open Mike. The letter indicated there was not enough evidence to substantiate the <br />allegations. Another letter was sent in August, 2002. There was an investigation and the <br />County Attorney determined there was not enough evidence to pursue criminal charges. <br />The Police Department also conducted a thorough investigation. The City Attorney also <br />took the appropriate steps because the City Attorney does not have the jurisdiction to <br />prosecute these types of charges. <br />• Chief Pecchia advised the City could have a closed meeting if the Council chooses to <br />review the details of the case. A follow-up letter will be sent to Mr. Underdahl. <br />
