• <br />• <br />• <br />CITY COUNCIL WORK SESSION DECEMBER 11, 2002 <br />APPROVED <br />UPDATE ON TWILIGHT ACRES, JIM STUDENSKI <br />City Engineer Studenski advised the main sanitary sewer line is in at Twilight Acres. The <br />City received all the necessary well variances, but had problems with residents wanting <br />the line placed elsewhere. Every resident had an opportunity to be heard and was in <br />agreement with the line location in the end. The City has a deadline at the end of June to <br />have all necessary paperwork completed. Construction will continue and testing needs to <br />be completed. Restoration will take place in the spring. <br />DISCUSSION OF ADDITIONAL INFORMATION REGARDING BENKLER <br />CAR WASH, JEFF SMYSER <br />City Planner Smyser advised this item was tabled at the last Council meeting to obtain <br />additional information regarding a reclamation system, filtration and the response from <br />the County. He indicated Anoka County responded yesterday. The County will require a <br />right turn lane on Lake Drive going south into the project. The applicant must pay for the <br />cost of that turn lane. <br />City Planner Smyser continued, stating there are two types of water involved in a car <br />wash. There is the water used for cleaning the cars and the storm water that goes into the <br />sanitary sewer system. Recycling the water is a conservation process used in places <br />where water is scarce. <br />City Engineer Studenski stated that type of system was put in at the car wash in Spring <br />Lake Park, but was disconnected after six months due to filter problems. There is no <br />place in Minnesota that has a requirement regarding a recycling system for the water. The <br />applicant is still going to install the tanks and pipe work for the possibility of a future <br />recycling system. <br />Acting Mayor Reinert inquired about the filtration system. City Engineer Studenski <br />stated a recycling system and filtration system is tied together. The water is self- <br />contained and all goes down the sanitary sewer. There is no concern regarding leakage or <br />an issue with contamination of the ground water. <br />Councilmember Dahl inquired about a picture of the building. City Planner Smyser <br />stated staff has a large colored picture of the building. <br />Mr. Terry Landeen, Specialty Equipment, came forward and presented information on the <br />average number of cars that may go through the car wash per day and how much water <br />will be used for that number of cars. <br />Councilmember Carlson stated landscaping is a concern and asked the applicant to <br />improve the landscaping between the uses in that area. She noted there are requirements <br />regarding landscaping in the Comprehensive Plan. <br />
