City Engineer Studenski stated it does not appear to be a problem and staff did <br />look at the increased numbers for future use. <br />This item will appear on the regular Council agenda Monday, December 16, 2002, 6:30 <br />p.m. <br />GROWTH MANAGEMENT ORDINANCE, JEFF SMYSER <br />City Planner Smyser distributed a memo and information regarding the draft Growth <br />Management Ordinance and Schedule for approvals: Growth Management, Subdivision <br />Zoning Ordinance. He reviewed the schedule noting the Growth Management Ordinance <br />must be in place when the moratorium expires or shortly after. <br />Mayor Bergeson arrived at 6:26 p.m. <br />Councilmember Carlson stated she indicated at the last meeting she needs a final copy of <br />the Comprehensive Plan to compare it to the Growth Management Ordinance. She stated <br />she does not want to be rushed to take a vote and wants feedback from all the City <br />Boards. <br />Acting Mayor Reinert stated the Council may need to consider extending the moratorium <br />for a few weeks to ensure the Growth Management Ordinance goes through the entire <br />City process. <br />City Planner Smyser stated staff will have to confer with the City Attorney regarding the <br />process of extending the moratorium. He stated the Growth Management Ordinance is <br />very close to the Comprehensive Plan and some City Board members may want to change <br />the ordinance and the Comprehensive Plan. That would extend the whole process and the <br />ordinance would not be in place when the moratorium expires. <br />Acting Mayor Reinert inquired about the schedule if the moratorium was extended for 30 <br />days and all the City Boards do review the ordinance. <br />City Planner Smyser reviewed the possible dates and indicated the revised schedule <br />would work and the moratorium would not have to be extended by 30 days because the <br />first applications would not come before the Council until April 2003. He advised the <br />revised schedule would be presented to the Planning and Zoning Board. <br />City Planner Smyser advised that also included in the handout is another draft Growth <br />Management Ordinance that notes the changes. He reviewed the changes advising that <br />deleted text is shown in strikeout and added text is underlined. There is also a sheet that <br />lays out exactly how the MUSA need was calculated in the Comprehensive Plan. That <br />
