• <br />CITY COUNCIL WORK SESSION JANUARY 22, 2003 <br />APPROVED <br />CITY OF LINO LAKES <br />MINUTES <br />DATE : January 22, 2003 <br />TIME STARTED : 6:39 p.m. <br />TIME ENDED : 8:49 p.m. <br />MEMBERS PRESENT : Council Member Dahl, Carlson, <br />O'Donnell, Reinert and Mayor <br />Bergeson <br />MEMBERS ABSENT : None <br />Staff members present: City Administrator, Linda Waite Smith; City Engineer, Jim <br />Studenski (part); Chief of Police, Dave Pecchia (part); City Planner, Jeff Smyser (part); <br />Community Development Director, Michael Grochala (part); and City Clerk, Ann Blair <br />Prior to the regular work session meeting, the Council met at 5:30 p.m. to conduct the <br />annual performance review of City Administrator Linda Waite Smith, which was <br />satisfactory. Comments and input were provided, and it was determined that City <br />Administrator Waite Smith will try to schedule quarterly meetings with the Council for <br />updates on issues affecting the City. <br />The review concluded at approximately 6:30 p.m. and the work session meeting <br />commenced at 6:39 p.m. <br />LIQUOR COMPLIANCE CHECKS UPDATE, CHIEF PECCHIA <br />Chief Pecchia distributed a summary of the liquor compliance checks that have been <br />conducted in the past two years. License holders that failed the recent compliance check <br />include Shirley Kay's and the Legion. Staff is waiting to hear from the City Attorney <br />regarding how the City should proceed. A packet will be put together for the City <br />Council and a hearing will be held. He noted the 49 Club is the only establishment that <br />did not participate in the staff training. <br />Councilmember Carlson asked how the dates for the compliance checks are determined. <br />Chief Pecchia advised the establishments knew about the recent compliance checks. <br />Staff conducts quarterly compliance checks. <br />Councilmember Dahl inquired about the cost to the City for the compliance checks. <br />Chief Pecchia advised the establishments are not charged for the compliance checks. A <br />CSO officer was recently used for the compliance checks and two to three officers <br />accompany those on the compliance checks. <br />
