• <br />CITY COUNCIL WORK SESSION JANUARY 22, 2003 <br />APPROVED <br />Community Development Director Grochala advised the Subdivision Ordinance regulates <br />the division of land to create new parcels. Ordinance No. 04 — 03 is the product of a year <br />of work by the citizen task force, City staff, and the planning consultant. The Planning <br />and Zoning Board held a public hearing on this ordinance on August 14, 2002. The City <br />Council received a revised draft, then held a special work session on October 30, 2002 to <br />discuss the draft ordinance and provide guidance to staff on several key issues. Since <br />then, staff has been working on refining numerous aspects of the subdivision process, <br />which will be very important in implementing the growth reduction desired by the <br />community and described in the Comprehensive Plan. The draft under consideration is <br />dated December 19, 2002. <br />Councilmember Carlson asked if the Council will be receiving a new copy of the <br />ordinance. Community Development Director Grochala advised the Council will be <br />receiving a new copy of the zoning ordinance. There is a meeting tomorrow and <br />comments from all City Boards will be distributed in the Friday update. <br />Councilmember Carlson requested another copy of the Subdivision Ordinance. <br />Community Development Director Grochala stated he will have to see if the City Planner <br />has made the changes in the ordinance yet. <br />Councilmember O'Donnell inquired about the Zoning Ordinance and if it covers outdoor <br />storage. Community Development Director Grochala advised there are grounds within <br />the ordinance that cover outdoor storage. <br />Councilmember O'Donnell stated the City needs to make sure the zoning ordinance does <br />cover outdoor storage. <br />ELM STREET/62ND STREET IMPROVEMENT PROJECT, JIM STUDENSKI <br />Community Development Director Grochala advised the Council will have to determine <br />what the City's procedure will be on 62nd Street. There is a meeting with residents <br />regarding this issue tomorrow night. If the project does move forward, the City will need <br />a PCA permit from the Metropolitan Council. The Metropolitan Council will not sign the <br />permit without approval of a Comprehensive Plan amendment. The Council needs to <br />start thinking about how this project will be handled. <br />Mayor Bergeson requested an information sheet with the issues outlined. <br />City Engineer Studenski stated there was another information meeting on Elm Street last <br />night. Fifteen residents attended the meeting. He indicated he believes there is a quiet <br />positive acceptance on what is going to happen on Elm Street. However, the City <br />Attorney has still not received all the information that is needed for the project. No <br />information was presented on sanitary sewer and water. It seems the concerns that were <br />raised at the meeting relate to the assessments. <br />
