COUNCIL MINUTES JANUARY 27, 2003 <br />APPROVED <br />411 <br />1 2 Mayor Bergeson asked that for the work session Staff goes through this discussion and makes <br />3 changes based on Council and Staff suggestions, then report back on what makes sense and what <br />4 needs additional discussion. <br />5 <br />6 Councilmember O'Donnell voted yea. Councilmember Carlson voted yea. Councilmember Dahl <br />7 voted yea. Councilmember Reinert voted yea. Mayor Reinert voted yea. <br />8 <br />9 Motion carried unanimously. <br />10 <br />11 Consideration of Resolution No. 03-12, Authorizing Preparation of Comprehensive Sanitary <br />12 Sewer Plan and Comprehensive Water Plan, Michael Grochala — Community Development <br />13 Director Grochala advised that the City's Comprehensive Sanitary Sewer Plan and Comprehensive <br />14 Water Plan were prepared in 1990 and 1991, respectively. Since that time, both systems have <br />15 undergone substantial expansion and modification to service both existing and new development. <br />16 Staff is of the opinion that both plans need to be revised to more accurately reflect existing conditions <br />17 as well as identify future system needs. <br />18 <br />19 Community Development Director Grochala explained that the Sanitary Sewer Plan will be updated <br />20 in conformance with the Metropolitan Council's requirement for the preparation of a Tier II Sanitary <br />21 Sewer Plan. The water plan will include, in part, reconstruction of the current digital computer model <br />22 to better evaluate new modifications or expansions of the City's water system. This item was <br />23 previously requested by the City's Fire Chief. <br />.24 <br />25 Community Development Director Grochala advised City staff recommends the adoption of <br />26 Resolution No. 03-12, Authorizing Preparation of Comprehensive Sanitary Sewer Plan and <br />27 Comprehensive Water Plan. <br />28 <br />29 Mayor Bergeson indicated neither of these plans are referred to in the Comprehensive Plan. <br />30 Community Development Director Grochala indicated they are referred to as utility plans. <br />31 <br />32 Mayor Bergeson asked if they were another tool to determine if things are premature. City Planner <br />33 Smyser indicated they were, and they are referred to in the Comprehensive Plan. <br />34 <br />35 Councilmember Reinert moved to adopt Resolution No. 03-12, Authorizing Preparation of <br />36 Comprehensive Sanitary Sewer Plan and Comprehensive Water Plan. Councilmember Dahl <br />37 seconded the motion. <br />38 <br />39 Motion carried unanimously. <br />40 <br />41 Resolution No. 03-12 can be found in the City Clerk's office. <br />42 <br />43 Consideration of Resolution No. 03-13, Authorizing Preparation of Feasibility Study, CSAH 10 <br />44 (Birch Street)/CSAH 49 (Hodgson Road) Improvements, Michael Grochala — Community <br />45 Development Director Grochala advised that on November 20, 2002, the City received a project <br />46 review letter, from Anoka County, identifying the minimum required improvements for CSAH 49 <br />•47 (Hodgson Road) and CSAH 10 (Birch Street) to facilitate the development of Spirit Hills Commercial <br />25 <br />
