COUNCIL MINUTES JANUARY 27, 2003 <br />APPROVED <br />• <br />1 • 1 Half -ton pickup <br />2 • 1 mower for the parks <br />3 • A contribution to the Centennial Fire Department for their Equipment Replacement Fund <br />4 <br />5 Staff recommends the Council adopt Resolution 03-10 issuing the 2003 Certificates of Indebtedness. <br />6 <br />7 Mayor Bergeson asked if when the City issues a Certificate of Indebtedness to another City fund, it <br />8 saves on issuance fees. Finance Director Rolek indicated it does, because there are no bids that need <br />9 to be done and no issuance costs, so it saves them money. <br />10 <br />11 Councilmember O'Donnell moved to adopt Resolution 03-10 Authorizing the Issuance of 2003 <br />12 Certificates of Indebtedness. Councilmember Dahl seconded the motion. <br />13 <br />14 Motion carried unanimously. <br />15 <br />16 Resolution No. 03-10 can be found in the City Clerk's office. <br />17 <br />18 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />19 <br />20 Consider Approval of Agreement with Local 49, Dan Tesch — City Administrator Waite Smith <br />21 advised that the City has employees in four unions. The City has negotiated a proposed labor contract <br />22 with the Local 49 bargaining unit, which represents fourteen employees in the Public Works and <br />23 Public Services departments. The contract includes market adjustments effective January 1, 2003, to <br />24 positions below the average for metro area cities of similar size according to the DCA Stanton Salary <br />25 Survey; three percent general adjustment effective January 1, 2003; effective September 1, 2003 the <br />26 employer and employee will share 50/50 any increase in premiums for the lowest priced family health <br />27 care plan; ten dollar increase in annual clothing allowance for each contract year; and a change to the <br />28 pay for being required to carry on-call pager, from $20 per day to one hour of pay at employee's <br />29 current rate for each day required to carry pager. This is a very small difference. She stated a new <br />30 provision of the contract is double pay for being called out on Thanksgiving or Christmas weekend, if <br />31 the weekend is connected to the holiday. <br />32 <br />33 City Administrator Waite Smith stated it is Staff s recommendation that the Council approve the <br />34 proposed 2003 labor contract with Local 49. <br />35 <br />36 Mayor Bergeson stated that in spite of comments earlier, the City has spent a lot of time negotiating <br />37 and reviewing and coming to the terms of this contract. He feels the City should move ahead with <br />38 approval. <br />39 <br />40 Councilmember Reinert stated he agrees. He indicated the proposal is new, and not approved yet, and <br />41 stated a lot of what gets proposed downtown does not happen. He recommends that the City move <br />42 forward and see what happens as time progresses. He indicated he does not want to stop the work the <br />43 Council does because of a possible situation downtown. <br />44 <br />45 Councilmember Carlson indicated she supports going forward. She indicated that while technically <br />46 Councilmembers would be able to keep their increase, as they've already received one check with the <br />47 increase, if it turns out a freeze would be placed on the others, she would recommend as a good <br />48 gesture that Council freeze theirs. She noted that it would only be about a $150.00 difference. <br />5 <br />
