COUNCIL MINUTES JANUARY 27, 2003 <br />APPROVED <br />1 <br />• 2 City Administrator Waite Smith indicated that Council has already received their increase, as have the <br />3 union employees with two-year contracts. <br />4 <br />5 Councilmember Reinert moved to approve the agreement with Local 49. Councilmember Carlson <br />6 seconded the motion. <br />7 <br />8 Mayor Bergeson indicated that if government at all levels is still having financial problems at the end <br />9 of the contract it may have an effect on future contracts, but he believes this contract has been <br />10 negotiated in good faith. <br />11 <br />12 Motion carried unanimously. <br />13 <br />14 Consider Approval of Agreement with LELS (police officers), Dan Tesch — City Administrator <br />15 Waite Smith advised that this is a new contract with a new association called L.E.L.S., representing <br />16 the police officers. This contract covers last year and this year, as the police officers were with the <br />17 Teamsters and switched, so the contract had to be re -negotiated with the new organization. She <br />18 advised that as with the other unions, a 3% annual adjustment was negotiated for both years, with a <br />19 one-half percent market adjustment in 2002 to bring the officers' salaries in line with officers in other <br />20 cities of similar size. She stated that in addition, the contract provides a $25.00 increase in both years <br />21 for a clothing allowance, and a $500.00 contribution towards family health insurance premiums. In <br />22 2003, the city and employee will split the premium increase over $500.00. She stated Staff <br />23 recommends approval of the contract. <br />• 24 <br />25 Councilmember Carlson moved to approve the agreement with LELS. Councilmember O'Donnell <br />26 seconded the motion. <br />27 <br />28 Motion carried unanimously. <br />29 <br />30 Consider Approval of Non -Union Salaries for 2003, Dan Tesch — City Administrator Waite Smith <br />31 advised that there are ten non-union city employees, with the other 55 city employees in unions. She <br />32 stated staff is recommending that these employees receive the same 2003 salary increase negotiated <br />33 by the city's four unions, which is three percent. In addition, staff is recommending market <br />34 adjustments to salaries for two positions that are below the average for similar size metro area cities: <br />35 Public Services Director, one percent; and Finance Director, two percent. She stated the non-union <br />36 employees traditionally receive the same health care benefits as unionized employees, which for 2003 <br />37 is 100 percent coverage of the premium for single coverage and $500 plus one-half of any increase in <br />38 family coverage. She indicated Staff recommends approval of the salary increases. <br />39 <br />40 Councilmember O'Donnell moved to approve non-union salaries for 2003. Councilmember Dahl <br />41 seconded the motion. <br />42 <br />43 Councilmember Carlson indicated there was one comment that was not covered in the summary, <br />44 which is that non-union employees who received a market adjustment in 2002 would not receive an <br />45 increase this year. <br />46 <br />▪ 47 Motion carried unanimously. <br />• 48 <br />6 <br />
