CITY COUNCIL WORK SESSION FEBRUARY 5, 2003 <br />APPROVED <br />Community Development Director Grochala advised staff will put together a cost <br />evaluation for Council to review. He indicated staff does believe the road needs to be <br />built. <br />Councilmember Carlson requested information on the Ware Road project and <br />assessments. <br />DISCUSS ELM STREET IMPROVEMENTS AND ASSESSMENTS, JOHN <br />LANDERS <br />Community Development Director Grochala advised the City is moving forward with the <br />plans and specifications for Elm Street. The City has also purchased a parcel for ponding. <br />A neighborhood meeting was held two weeks ago and it was very positive. The City is <br />moving forward with the entire project. <br />Mr. John Landers, resident of Lino Lakes, came forward and stated he is not against the <br />project. However, is driveway is currently 29 feet long and the City is proposing to cut it <br />down to 23 feet. He indicated at 23 feet his vehicle will be on Elm Street when the plow <br />is on it. He asked the entire Council to come and view the area and suggested the street <br />be moved over. He stated he also heard the City would like to put a trail in and there is <br />just not enough room on that corner. There are also high wires that will have high <br />voltage and will be too close to the house. <br />Mr. Landers continued stating he has a question about the way the City is assessing. It <br />used to be that properties that abut the street get assessed. It seems that now the City is <br />only assessing properties that the driveway comes out on Elm Street. There are four <br />properties that will not be assessed and they are also benefiting from the project. He <br />stated he has concern about the way the City is assessing the properties and how short the <br />driveway will be. He stated that if his driveway is going to be 23 feet, he would prefer <br />that the City just buy him out so he can move. <br />Community Development Director Grochala advised staff felt the most fair and easiest <br />way to assess residents was to assess those that had driveways going out to Elm Street. <br />That way the property owners will not be assessed again when the other street is <br />improved. The City is not done with the design of the roadway but are trying to keep the <br />roadway within the right-of-way. The City will check on the utility issue. Everything <br />will be evaluated as part of the design process. The City would like to develop a trail on <br />the south side of the roadway to there is a trail continuation. <br />Mayor Bergeson asked how Mr. Landers garage got so close to the roadway. <br />• Mr. Landers stated he had starting building the structure and at that time the current <br />building inspector came out and approved the addition.
