CITY COUNCIL WORK SESSION FEBRUARY 5, 2003 <br />APPROVED <br />Community Development Director Grochala continued stating the Metropolitan <br />Council's only concern is the City's housing goals. The City must maintain the three <br />units per acres. The City would be extending the MUSA line, which will allow more <br />acreage in the stage 1 development. There are potentially 120 — 160 acres in that area. <br />The question is if the City would use the MUSA bank or get additional MUSA for that <br />area. <br />Councilmember O'Donnell asked if the City would have the opportunity to recover the <br />costs of the road at some point in the future. Community Development Director Grochala <br />advised that development would get that roadway with no assessments. The City may ask <br />for upgrades to the roadway at some point in the future. <br />Community Development Director Grochala advised it is a four to six month process to <br />amend the Comprehensive Plan. Another option is to not put the sewer on that street. <br />The water main would be constructed as a trunk project. The City would then provide <br />stubs for sanitary sewer for future development. <br />Councilmember Carlson stated she is concerned about not taking acres of MUSA out of <br />the bank. She stated she does not feel the City should ask for additional MUSA. <br />Community Development Director Grochala advised that even with additional MUSA, <br />• the City is bound to the 147 homes per year. <br />Community Development Director Grochala stated the majority of the dollars for 62nd <br />Street are from state aid funds, some trunk funds, and surface water management funds. <br />Councilmember O'Donnell asked if the City can do an amendment to the Comprehensive <br />Plan for the sanitary sewer but keep the are in the stage 1 growth. Community <br />Development Director Grochala stated the question is if the City would assess for that. <br />Staff can list out all the issues for the Council and distribute that next week. <br />Mayor Bergeson stated that when the City worked on the Comprehensive Plan, property <br />owners were asked if they wanted in our out of certain growth areas. The City did try to <br />accommodate their requests. The Council now needs to take a position on residents <br />changing their mind in relation to the growth areas. <br />Community Development Director Grochala stated the other alternative is trading off <br />acres for acres that will be developed within the next ten years. <br />Mayor Bergeson stated the Metropolitan Council's position may be counter productive. <br />This is an area where property owner's petitioned against improvements but want the <br />Council to take two actions that will benefit them. <br />• <br />
