CITY COUNCIL WORK SESSION FEBRUARY 5, 2003 <br />APPROVED <br />Mr. Jacques stated there is also an annual reporting system within the plan that allows the <br />City to change its goals. Another aspect is that the goal is to get all lakes in Minnesota <br />swimable and fishable. There will be financial issues with that goal. <br />Mayor Bergeson inquired about the ongoing costs for compliance. <br />Mr. Jacques advised that information would be available at a future date. <br />Councilmember O'Donnell asked if the Environmental Board has reviewed the plan. <br />Community Development Director Grochala advised the Environmental Board has not <br />yet reviewed the plan. The Environmental Board will be reviewing the plan as part of the <br />Surface Water Management Plan. <br />This item will appear on the regular Council agenda Monday, February 10, 2003, 6:30 <br />p.m. <br />BILL'S RENTAL, CUP REQUEST, BILL GERSHWIN <br />Planning Associate Gretz advised Mr. Gershwin owns Bill's Rental Center and would <br />like to move it within the City of Lino Lakes. There are problems with exterior storage <br />issues and septic site issues. The Rice Creek Watershed District is requiring a permit so <br />they will also be doing a review. <br />City Planner Smyser advised the only possible solution is to replace the septic system if it <br />does fail the inspection. However, the City does not yet know at this point if there is an <br />alternative site for the septic system. <br />Planning Associate Gretz advised the existing septic is in the rear of the building and that <br />area will be filled in. <br />Mr. Gershwin distributed an outline regarding his requested and the issues. He stated one <br />of the issues is having an alternative site for the septic system. <br />Planning Associate Gretz advised this item will be on the Planning and Zoning Board <br />agenda next week. <br />Mr. Gershwin stated the question is whether the Council will be favorable to a CUP. <br />Also, the lot borders residential so a variance would be necessary. The Comprehensive <br />Plan also indicates a Performance Land Use Area, which prohibits outdoor storage. <br />Planning Associate Gretz advised the Performance Land Use Area was given to two sites <br />within the City because one zoning would not accommodate the property. <br />• Ms. Gershwin stated the definition of outdoor storage specifically prohibits outdoor <br />storage because the equipment is for sale also. <br />
