CITY COUNCIL WORK SESSION FEBRUARY 5, 2003 <br />APPROVED <br />Mayor Bergeson stated staff must answer the zoning questions and a recommendation <br />needs to be give to Council. If there is a gray area regarding the Performance Land Use <br />Area that should be discussed with the City Attorney. He stated he would prefer to <br />review the request after staff has gone over the application and made a recommendation. <br />The Council will also take into consideration the recommendation from the Planning and <br />Zoning Board. <br />Ms. Gershwin stated he wanted to discuss this with the Council because there are <br />conflicting issues. He stated he wanted a feel for whether or not he should pursue the <br />request. <br />Mayor Bergeson stated the City is making an effort to clean up the City. Therefore, the <br />City would prefer that storage is out of site or behind buildings. <br />Councilmember Carlson stated she believes the septic system is a big issue and does not <br />know if there is a solution. <br />Councilmember O'Donnell stated that if the septic system passes the inspection, he <br />believes an alternate site could be identified. The screening then becomes the big issue <br />and it is possible to work that out. He stated he sees this as an opportunity to upgrade this <br />area of the City. <br />Councilmember Carlson stated that if the issue of the septic system is resolved there is <br />the question of the definition of outdoor storage. She stated staff needs to confer with the <br />City Attorney regarding this issue. <br />This item will appear on the regular Council agenda Monday, February 24, 2003, 6:30 <br />p.m. <br />UPDATE OF EAGLEBROOK CHURCH EAW, JEFF SMYSER <br />City Planner Smyser advised staff is working on the response document that is currently <br />45 pages long. All comments have been received from interested parties. The main <br />issues are the transportation issues. Staff met with Anoka County Highway Department <br />last week and their issues include access to the site, wider impacts and transportation and <br />access needs for future development. <br />City Planner Smyser noted the EAW is not intended to approve or deny the project. The <br />purpose is to analyze the impacts and seek ways to address them. The City can offer the <br />County site access options that address access issues for future development. The wider <br />impacts may not be solved. One project does not usually solve the wider impact <br />problems. <br />6 <br />
