ACE Solid Waste Donation, Friends of the Park <br />58 <br />59 Mr. Marty Aseleson indicated he was here with Friends of the Park to receive a donation from ACE <br />60 Solid Waste. He stated that in working with the people at ACE he really gets the feeling they want to <br />61 be a part of the city. He indicated they are always part of the spring clean-up the city conducts and <br />62 the haul away all of the collections, as well as participating in other volunteer projects. <br />63 <br />64 Ms. Julie Rosenberg indicated that on behalf of ACE Solid Waste she was pleased to present a check <br />65 for $470.00 for 2002. Mr. Pat Huelman from Friends of the Park thanked ACE for the donation to <br />66 help augment their funds for park equipment and expressed his appreciation for all their help. <br />67 <br />68 B. Quad Cities Police Department Proposal, Linda Waite Smith <br />69 <br />70 City Administrator Waite Smith indicated she was here with the Administrators from Lexington, <br />71 Circle Pines and Centerville to present information for a Quad Cities Police Department to the <br />• <br />72 Council and to introduce the idea to the public. She stated there will be a public hearing on this <br />73 matter on April 14, with discussion at the Council Work Session on April 9, and they are hoping a <br />74 decision will be made on whether to move forward with this idea. She introduced Mike Delmont <br />75 from Lexington, Jim Keinath from Circle Pines and Kim Moore -Sykes from Centerville. <br />76 <br />77 Mr. Delmont indicated his part of this presentation was to correct some erroneous information the <br />78 Council may have heard. He stated the City Administrators are not promoting a joint Police <br />79 Department, they have simply put together information for each of the four City Councils, but no <br />80 proposal has been made as the newspaper article indicated. He stated a joint Police Department will <br />81 not save $550,000 for each city, but from the information they have gathered would save that amount <br />82 overall. He indicated it will be up to the Councils to review the information and they may wish to <br />83 change some of the formulas, which would change the savings amount as well. <br />84 <br />85 Mr. Keinath explained the formulas, stating that a number of factors could be included; however the <br />86 Administrators chose Part 1 and 2 crimes, population, and valuation to determine which percent each <br />87 city will pay. He indicated the recommendation per capita was $130.00, which was used to determine <br />88 the budget. He advised that on the draft budget, they did not start with the number of staff, but rather <br />89 took the available money and subtracted the known expenses, then used the remaining dollars for <br />90 staff. He stated the balance between community service officers and sworn officers would need to be <br />91 determined. He indicated there were some changes since the Council last saw the budget, and this <br />92 was just to give the Council and the public a general sense of their thoughts. He stated the next <br />93 spreadsheet is revenue, which would be available to the department to provide services. <br />94 <br />• <br />95 Councilmember Carlson stated the draft budget does not reflect savings realized if Centennial Lakes <br />96 Police doesn't have to fund a new building.
