COUNCIL MINUTES MARCH 24, 2003 APPROVED 191 Councilmember O'Donnell moved to approve the 2003 Liquor Compliance Checks Penalties, W192 acknowledging findings that there were violations of Lino Lakes City Code by both Shirley Kaye's 193 and the American Legion, and the City will impose the recommendation for fines as outlined in the 194 Best Practices grid. Councilmember Dahl seconded the motion. 195 196 Mayor Bergeson noted there was a hearing earlier today where the Council heard from the bartenders 197 and management of those establishments. 198 199 Motion carried unanimously. 200 201 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER 202 203 Consideration of Resolution No. 03-31, Approving 2003 Park Board Goals, Rick DeGardner - 204 Director of Public Services DeGardner summarized his report, outlining the Park Board goals for 205 2003. 206 207 Councilmember Dahl moved to Adopt Resolution No. 03-31, Approving 2003 Park Board Goals. 208 Councilmember Carlson seconded the motion. 209 210 Councilmember Dahl stated that she and Councilmember Carlson were on a walk and went to 211 Trapper's Crossing and to the boardwalk. She commended Public Service Director DeGardner, 212 indicating the project was very well done. 213 14 Motion carried unanimously. 15 216 COMMUNITY DEVELOPMENT DEPARTMENT REPORT 217 218 Consideration of Resolution No. 03-40, Approving Noel Variance, 346 Carl Street, Jeff Smyser 219 - City Planner Smyser presented the staff report, advising that it is Staffs recommendation that the 220 variance be granted. He noted that other variances for the hardship caused by the 7:1 Transition Air 221 Space requirement have been granted, and stated the Planning and Zoning Board recommended 222 approval of the request on March 12, 2003. 223 224 Councilmember O'Donnell moved to adopt Resolution No. 03-40, Approving a Variance Allowing 225 an Airplane Hanger to be located closer to the front lot line than the principle structure for the 226 property located at 346 Carl Street. Councilmember Dahl seconded the motion. 227 228 Motion carried unanimously. 229 230 Resolution No. 03-40 can be found in the City Clerk's office. 231 232 Mayor Bergeson noted a related item, indicating there is another property near this that appears to 233 have a temporary hangar, which does not appear to be a conforming use. He asked that staff 234 investigate. 235 236 Consideration of Resolution No. 03-41, Denying a Variance for the construction of a home . 37 addition 10 feet into the rear yard setback, Jeff Smyser — City Planner Smyser presented his staff 38 report, noting the Staff recommendation to approve the resolution which would deny the variance. 5
