COUNCIL MINUTES MARCH 24, 2003 <br />APPROVED <br />191 Councilmember O'Donnell moved to approve the 2003 Liquor Compliance Checks Penalties, <br />W192 acknowledging findings that there were violations of Lino Lakes City Code by both Shirley Kaye's <br />193 and the American Legion, and the City will impose the recommendation for fines as outlined in the <br />194 Best Practices grid. Councilmember Dahl seconded the motion. <br />195 <br />196 Mayor Bergeson noted there was a hearing earlier today where the Council heard from the bartenders <br />197 and management of those establishments. <br />198 <br />199 Motion carried unanimously. <br />200 <br />201 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />202 <br />203 Consideration of Resolution No. 03-31, Approving 2003 Park Board Goals, Rick DeGardner - <br />204 Director of Public Services DeGardner summarized his report, outlining the Park Board goals for <br />205 2003. <br />206 <br />207 Councilmember Dahl moved to Adopt Resolution No. 03-31, Approving 2003 Park Board Goals. <br />208 Councilmember Carlson seconded the motion. <br />209 <br />210 Councilmember Dahl stated that she and Councilmember Carlson were on a walk and went to <br />211 Trapper's Crossing and to the boardwalk. She commended Public Service Director DeGardner, <br />212 indicating the project was very well done. <br />213 <br />14 Motion carried unanimously. <br />15 <br />216 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />217 <br />218 Consideration of Resolution No. 03-40, Approving Noel Variance, 346 Carl Street, Jeff Smyser <br />219 - City Planner Smyser presented the staff report, advising that it is Staffs recommendation that the <br />220 variance be granted. He noted that other variances for the hardship caused by the 7:1 Transition Air <br />221 Space requirement have been granted, and stated the Planning and Zoning Board recommended <br />222 approval of the request on March 12, 2003. <br />223 <br />224 Councilmember O'Donnell moved to adopt Resolution No. 03-40, Approving a Variance Allowing <br />225 an Airplane Hanger to be located closer to the front lot line than the principle structure for the <br />226 property located at 346 Carl Street. Councilmember Dahl seconded the motion. <br />227 <br />228 Motion carried unanimously. <br />229 <br />230 Resolution No. 03-40 can be found in the City Clerk's office. <br />231 <br />232 Mayor Bergeson noted a related item, indicating there is another property near this that appears to <br />233 have a temporary hangar, which does not appear to be a conforming use. He asked that staff <br />234 investigate. <br />235 <br />236 Consideration of Resolution No. 03-41, Denying a Variance for the construction of a home <br />. <br />37 addition 10 feet into the rear yard setback, Jeff Smyser — City Planner Smyser presented his staff <br />38 report, noting the Staff recommendation to approve the resolution which would deny the variance. <br />5 <br />
