APPROVED <br />1 CITY OF LINO LAKES <br />• 2 ANNUAL BOARD OF REVIEW <br />3 MINUTES <br />4 <br />5 <br />6 DATE : April 14, 2003 <br />7 TIME STARTED : 6:02 P.M. <br />8 TIME ENDED : 6:15 P.M. <br />9 MEMBERS PRESENT : Councilmembers Carlson, Dahl, O'Donnell, Reinert <br />10 and Mayor Bergeson <br />11 MEMBERS ABSENT : None <br />12 <br />13 Staff members present: City Administrator, Linda Waite Smith <br />14 <br />15 PRESENTATION BY COUNTY ASSESSOR'S OFFICE <br />16 <br />17 Lynn Weiner, staff appraiser for Anoka County explained she was here with John Leone to review the <br />18 Annual Report for Lino Lakes. She indicated next year the report could be provided a week ahead of <br />19 time to allow for further review if preferred. <br />20 <br />21 She explained there was an increase of 152 parcels in Lino Lakes for the period 1/1/02 through <br />22 1/1/03, with 225 new homes completed, representing a 14.5% increase, up from 14.2% last year. In <br />23 addition, there were 385 residential sales of existing homes. She indicated they keep a phone log of <br />• <br />24 calls after tax statements go out, and they received 17 calls from Lino Lakes residents, which were <br />25 able to be resolved with a visit to the home. <br />26 <br />27 Councilmember Carlson noted on page 10, it indicated 26.4% in 2002 growth in property values. She <br />28 asked if there was a source of information for other cities to compare this with. Ms. Weinerstated she <br />29 did not think it was available, but would check. She had pulled the 14% increase off last years' <br />30 report, and she does not know where the 26.4% came from. She indicated her increase would address <br />31 residential only, which may account for some of the difference. Councilmember Carlson agreed, the <br />32 graph is all property and could be the difference. <br />33 <br />34 Mayor Bergeson asked if they were still on a four-year cycle, and were able to keep up. Ms. Weiner <br />35 stated they were, but are pushing it. She indicated Lino Lakes has 7008 parcels, with 5974 being <br />36 residential, and they visit 75% of those homes. <br />37 <br />38 Councilmember Carlson asked how the market value range chart on page 12 was determined. Ms. <br />39 Weiner indicated from a sales study. She stated the County has sales maps also, and that information <br />40 is public knowledge; anyone can come in and see what else has sold. <br />41 <br />42 Mayor Bergeson asked if there was a general increase in all properties, not just those reviewed. Ms. <br />43 Weiner stated there was, and that number represents the 14% increase. She indicated they were <br />44 further broken down by type of homes and location. She reviewed the nine zones in Lino Lakes, <br />45 explaining how some were developed. She indicated lakeshore was its own zone, and an area of large <br />46 increase. <br />047 <br />
