Consideration of Resolution No. 03-59 authorizing Economic Development Funds for <br />693 Site Plan and Market Analysis of properties on 35E, Mary Divine <br />W94 <br />695 Mary Divine presented the staff report, indicating staff recommends approval. <br />696 <br />697 Councilmember Carlson indicated the staff report talks mostly about stadium development on one of <br />698 the four sites, but asked if this study would not give them other information on the I -35E corridor as <br />699 well. Ms. Divine agreed, stating it will give them an idea of the commercial and industrial uses the <br />700 City should be promoting, whether or not a stadium comes to fruition, and will give the City good <br />701 traffic information as well. <br />702 <br />703 Amy Donlin read a letter from Art Hawkins, which opposes the feasibility study as being in <br />704 contradiction with the approved Comprehensive Plan. He stated that page 47 of the plan states <br />705 "Through various public participation efforts including the 20/20 visioning, the 1997 citizen survey <br />706 and a series of Comprehensive Plan neighborhood meetings, a majority opinion was expressed that <br />707 the community's natural environment areas and open rural character are of prime importance to the <br />708 city and its residents". Furthermore, on page 29 the plan says: "The active farms in Lino Lakes <br />709 represent a valuable land use within the City. As such, the protection of the existing active farms will <br />710 be a priority within the city's rural areas." It further stated that in his opinion, authorizing $7,000 for <br />711 a site study is tantamount to saying the city wants the stadium and is offering earnest money. He <br />712 feels this project would negatively impact many areas of the city, and feels the promoters are trying to <br />713 stimulate competition. He indicated the stadium issue has been a tenuous matter, and does not know <br />714 why the City would want to get involved. He asked that the Council consider what road they are <br />715 leading the city on as they make their vote. <br />•716 <br />15 <br />
