COUNCIL MINUTES APRIL 28, 2003 <br />APPROVED <br />717 Councilmember Reinert moved to Adopt Resolution No. 03-59 authorizing Economic Development <br />018 funds for Site Plan and Market Analysis of properties on 35E. Councilmember Carlson seconded the <br />719 motion. <br />720 <br />721 Councilmember Dahl clarified that by doing this study with two other cities, they are saving the City <br />722 money while still getting useful traffic and land use information. Ms. Divine agreed, they were <br />723 saving money over having this done on their own. <br />724 <br />725 Councilmember Carlson stated she believes they will get information that is beneficial for the City to <br />726 determine what business could occur along 35E, as well as the viability of a stadium, and then the <br />727 benefits will have to be weighed. She indicated right now they are only spending money for more <br />728 information. <br />729 <br />730 Mayor Bergeson stated he is not speaking in favor of a stadium, this expenditure is for information on <br />731 that corridor. He indicated he knows it will be developed eventually, and a stadium is possible, but <br />732 there have been a lot of stadium proposals in a lot of cities over the years and that is not what this is <br />733 focused on. <br />734 <br />735 Motion carried 4:1. Councilmember O'Donnell opposed. <br />736 <br />737 Resolution No. 03-59 can be found in the City Clerk's office. <br />738 <br />739 E. Adopt 2003 Minnesota State Building Code and City Fee Schedule, Linda Waite Smith <br />40 <br />1.41 City Administrator Waite Smith presented the staff report, reviewing the code changes and options <br />742 and staff recommendations. She pointed out the change to the code requiring sprinkling of aircraft <br />743 hangers exceeding 2,000 square feet, which would apply to any hangars constructed in the Lino <br />744 Airpark or at Surfside, a change from 5,000 square feet in the previous code. She noted Centennial <br />745 Fire Chief Milo Bennett is here to answer questions. <br />746 <br />747 Tom Schmelzer, 398 Carl Street, indicated this change affects his property and six others. He is <br />748 concerned about a water supply and how they would comply. He has done some research, and <br />749 determined they would need a water supply capable of pumping 180 gallons per minute, whereas a <br />750 typical well pumps 20 gallons per minute. The cost for this high pressure water supply would be <br />751 from $20,000 to $100,000, and could exceed the value of the hangar and contents. He indicated it <br />752 seems difficult for them to comply. He added that from a public safety standpoint, there are no <br />753 occupants of these building, and if they are constructing this size well, there will be seven more <br />754 access points to the aquafer, that will not be used regularly, giving the potential to contaminate the <br />755 water supply. He thinks there needs to be more time to see how the homeowners can comply with <br />756 this new code. He would ask the Council for a provision to exclude hangars in the airpark at this <br />757 time. <br />758 <br />759 Fire Chief Bennett stated that the new code specifically takes aircraft hangars out of residential and <br />760 puts them into commercial buildings over 2000 square feet. Hangars are specifically identified, and <br />761 he does not know why. He agrees it is hard to suppress fires on big open buildings when they have to <br />762 truck water in, and noted the City does not have the ability in the code to separate hangars without <br />W7763 excluding other commercial buildings, which he would not want to do. He sympathizes with the <br />64 hangar owners, but 2000 square feet is a good sized building. <br />16 <br />
