He stated the school district will be posting signs in <br />the Early Childhood Center. Due to changes in the firearm laws, the Council may want <br />to consider posting the signs at all doors within the Civic Complex. <br />Council determined the posting of signs would be discussed at a future Council work <br />session. <br />SIGN ORDINANCE, FOLLOW-UP TO DISCUSSION REGARDING BANNERS <br />AT 4/28/03 COUNCIL MEETING OPEN MIKE, MICHAEL GROCHALA <br />Community Development Director Grochala advised there has been some issues in regard <br />to banners within the City. The City does have a sign ordinance that limits the use of <br />banners unless used with a portable sign permit. The City does allow use of banners four <br />times a year for a time period of fifteen days each time. Letters were sent to violators of <br />the sign ordinance to remove their banners. The current ordinance was adopted in 1997. <br />He reviewed the specifications of the City's sign ordinance noting what is and is not <br />permitted. <br />Mayor Bergeson stated he believes the City does need to review its regulations on <br />temporary signs. The question is the frequency and the number of signs that are <br />appropriate. He stated the City does, however, need some limits. <br />Community Development Director Grochala advised staff could evaluate the restrictions <br />within the ordinance. In some aspects the current ordinance is very permissive. <br />Mr. Chad Wagner, Miller's on Main, stated Miller's usually has two banners outside the <br />establishment that are changed every month. Banners are the best way to advertise to the <br />community. The current ordinance is of no benefit to small business owners. <br />
