CITY COUNCIL WORK SESSION MAY 21, 2003 <br />APPROVED <br />• Mayor Bergeson inquired about size restrictions for banners. Community Development <br />Director Grochala advised the ordinance has no restrictions on the size of the banners. <br />• <br />Mayor Bergeson stated he believes the City can make some effort to expand what the <br />City permits. The ordinance should be referred to staff for review and brought forward <br />with options and recommendations. <br />Council determined the sign ordinance will be reviewed after staff presents the Council <br />with more information and options. <br />RAVENS HOLLOW RESIDENTIAL SUBDIVISION,_ ROCKY GOERTZ, JEFF <br />SMYSER <br />City Planner Smyser referred to a map pointing out the project area noting part of the area <br />calls for low density and part of it calls for medium density. The project will require <br />rezoning of the property. Staff combined the two areas to calculate density. The sketch <br />plan includes 57 units. <br />City Planner Smyser reviewed the sketch plan noting it does allow for the connections of <br />neighborhoods. However, there are some transportation problems due to that particular <br />area within the City. The plan will need MUSA allocation, but not a Comprehensive Plan <br />amendment. <br />City Planner Smyser advised the developer would like some feedback on the sketch plan. <br />The sketch plan was a discussion item at the last Planning and Zoning Board meeting. <br />All but one of the Board Members agreed with the plan. <br />Councilmember O'Donnell asked what the plan would do to the City's growth ordinance. <br />City Planner Smyser advised the plan would not be developed in 2003. The plan would <br />have to be platted in 2004. <br />Mr. Rocky Goertz, developer, distributed pictures of zero lot townhomes that he <br />previously developed. He reviewed the specifics of the units, noting the setbacks. The <br />plan calls for a homeowners association for the townhomes. He stated he has met with <br />the neighbors and there is not any strong opposition. The townhomes would sell for <br />$250,000 and up. <br />Mayor Bergeson stated the issue is whether the plan meets the Comprehensive Plan and <br />the number of allowable units that can be built per year. <br />Councilmember Carlson referred to the 700 townhomes that are proposed to be built in <br />the City.She has an issue with using the 2.1 figure for low density. She stated she <br />believes the City needs a mix of housing but it seems the City will build low numbers of <br />single family units. <br />
