• <br />• <br />• <br />CITY COUNCIL WORK SESSION JUNE 4, 2003 <br />APPROVED <br />CITY OF LINO LAKES <br />MINUTES <br />DATE : June 4, 2003 <br />TIME STARTED : 5:32 p.m. <br />TIME ENDED : 8:55 p.m. <br />MEMBERS PRESENT : Councilmember O'Donnell, Reinert and <br />Mayor Bergeson <br />MEMBERS ABSENT : Carlson and Dahl <br />Staff members present: City Administrator, Linda Waite Smith; Community <br />Development Director, Michael Grochala; City Engineer, Jim Studenski; Police Sergeant <br />Steve Mortenson (part); Economic Development Assistant, Mary Alice Divine (part); <br />Finance Director, Al Rolek; and City Clerk, Ann Blair (part) <br />APPLICATION FOR COPS IN SCHOOLS GRANT, STEVE MORTENSON <br />Sergeant Mortenson advised the City previously applied for a COPS grant for a school <br />within Lino Lakes. The grant was awarded and the program is going well. The Lino <br />Lakes Elementary School would like to have the same program. They are asking that the <br />City approve a request to submit an application for the COPS in School Grant for Lino <br />Lakes Elementary. <br />Sergeant Mortenson continued indicating the amount of the grant request is $125,000 for <br />a three-year period. Seventy-five percent of the officer's salary will be paid the first year; <br />50% the second year and 25% the third year. The cost to the City is $7,000 the first year; <br />$18,200 the second year and $27,700 the third year. If the grant is awarded the City <br />cannot let that officer go from the department. <br />Councilmember O'Donnell inquired about the addition of officers within the Five -Year <br />Plan. City Administrator Waite Smith advised the Five -Year Plan calls for one additional <br />officer every year. <br />Councilmember Reinert suggested the City approach the school district about cost- <br />sharing for the program. Sergeant Mortenson advised he could talk to Police Chief <br />Pecchia about approaching the school about cost-sharing. He indicated he can also talk to <br />the principal of the school <br />Councilmember O'Donnell asked if the officer can perform other duties. Sergeant <br />Mortenson advised the officer is available for other services after school hours and during <br />the summer. However, per the grant requirement, the officer must be in the school 75% <br />of the time. <br />Sergeant Mortenson advised an update would be included in the Friday packets. <br />
