CITY COUNCIL WORK SESSION JUNE 4, 2003 <br />APPROVED <br />• This item will appear on the regular Council agenda Monday, June 9, 2003, 6:30 p.m. <br />• <br />• <br />LINO LAKES SPORTATORIUM, BILL FOGARTY, MICHAEL GROCHALA, <br />MARY ALICE DIVINE <br />Economic Development Assistant Divine advised Mr. Fogarty is proposing the <br />development of a Lino Lakes Sportatorium south of Main Street on 35E. Staff has <br />informed him that the road development will have to be funded by the developer of that <br />site. The proposed dome has a 180 -foot radius and is 90 feet high. It would be used for <br />local athletic uses. On the outside of the dome a restaurant/bar and locker room will be <br />constructed. <br />Mr. Fogarty stated he bought the dome from the City of St. Paul and has been working <br />closely with staff on this project. <br />Mr. Brian Ross, Engineer for the project, stated Mr. Fogarty is agreeing to extending 21' <br />Avenue to Cedar. The upgrades will be constructed to City standards. Cedar will also be <br />upgraded and terminated with a cul-de-sac. Mr. Fogarty is working with the County on <br />other street issues and turn lane requirements. <br />Mr. Fogarty stated he owns the entire 41 acres on that site. He already has ice time leased <br />but that begins in October. He indicated he believes the development team can get the <br />dome constructed by that time. The proposed restaurant is two stories high and will have <br />a separate entrance. The development team does have a site plan. He stated he believes <br />the rest of the site will be developed as light industrial. The proposed dome will require a <br />conditional use permit (CUP) because of the height and commercial use in a light <br />industrial zone. <br />Community Development Director Grochala advised that a dome is not specifically <br />included in the current ordinance. <br />Mr. Brian Robbie, baseball coach, advised the facility would be used for various sports <br />training programs when it is not being used for hockey. <br />Councilmember O'Donnell asked if there is an issue with neighboring residential areas. <br />Economic Development Assistant Divine advised there is very little residential in that <br />area. However, the City may receive complaints because of the height of the dome. The <br />Planning and Zoning Board will review the project when the application is formally <br />submitted. <br />Councilmember Reinert stated his concern is the longevity of the dome itself. He added <br />that if the City allows this dome, other applications for domes will be submitted. <br />Mr. Fogarty advised the City could work a five-year inspection requirement of the dome <br />into the CUP. <br />2 <br />
