Consideration of Resolution No. 03-87, Declaring Costs to be Assessed, Elm Street <br />154 Reconstruction Project <br />155 <br />156 City Engineer Studenski summarized the staff report, noting there was a change to item two on the <br />157 resolution. He indicated it has been changed to indicate the first installments would be payable on or <br />158 before the first Monday in January 2004. <br />159 <br />160 Councilmember Carlson asked about this change of date. She noted real estate taxes are paid on May <br />161 15 and October 15, and asked how that would work with a January due date for the assessment. City <br />162 Engineer Studenski stated January is when it would go on the books and become part of the real <br />163 estate taxes, but payments would actually be due in May and October. <br />164 <br />165 Mayor Bergeson noted they had a public hearing on the project previously and would be having <br />056 further public hearings on individual assessments in July, but he would take public comments if there <br />67 were any. No one wished to address the Council in this matter. <br />168 <br />169 Councilmember O'Donnell moved to adopt Resolution No. 03-87 declaring costs to be assessed, Elm <br />170 Street Reconstruction Project. Consideration of Resolution No. 03-88, Call for Public Hearing on Proposed <br />175 Assessments <br />176 <br />177 City Engineer Studenski summarized the staff report, indicating there was an adjustment to Item 3 of <br />178 the resolution, changing the date where no interest would be charged if the entire assessment is paid <br />179 to November 26, 2003. <br />180 <br />181 Councilmember Carlson asked if a person chooses to have the assessment go to the County and be on <br />182 their taxes, can they later change their mind and pay it off. City Engineer Studenski indicated they <br />183 could pay it off at any time, without penalty. <br />184 <br />185 Councilmember Councilmember Carlson moved to adopt Resolution No. 03-88 calling for a public <br />186 hearing on proposed assessments.
