COUNCIL MINUTES JUNE 23, 2003 APPROVED *43 Councilmember Carlson moved to adopt Resolution No. 03-91 approving Site Performance 44 Agreement and Stormwater Facilities Maintenance Agreement. Consideration of Resolution No. 03-87, Declaring Costs to be Assessed, Elm Street 154 Reconstruction Project 155 156 City Engineer Studenski summarized the staff report, noting there was a change to item two on the 157 resolution. He indicated it has been changed to indicate the first installments would be payable on or 158 before the first Monday in January 2004. 159 160 Councilmember Carlson asked about this change of date. She noted real estate taxes are paid on May 161 15 and October 15, and asked how that would work with a January due date for the assessment. City 162 Engineer Studenski stated January is when it would go on the books and become part of the real 163 estate taxes, but payments would actually be due in May and October. 164 165 Mayor Bergeson noted they had a public hearing on the project previously and would be having 056 further public hearings on individual assessments in July, but he would take public comments if there 67 were any. No one wished to address the Council in this matter. 168 169 Councilmember O'Donnell moved to adopt Resolution No. 03-87 declaring costs to be assessed, Elm 170 Street Reconstruction Project. Consideration of Resolution No. 03-88, Call for Public Hearing on Proposed 175 Assessments 176 177 City Engineer Studenski summarized the staff report, indicating there was an adjustment to Item 3 of 178 the resolution, changing the date where no interest would be charged if the entire assessment is paid 179 to November 26, 2003. 180 181 Councilmember Carlson asked if a person chooses to have the assessment go to the County and be on 182 their taxes, can they later change their mind and pay it off. City Engineer Studenski indicated they 183 could pay it off at any time, without penalty. 184 185 Councilmember Councilmember Carlson moved to adopt Resolution No. 03-88 calling for a public 186 hearing on proposed assessments.
