COUNCIL MINUTES JUNE 23, 2003 <br />APPROVED <br />• <br />96 Councilmember Carlson indicated she brings this up because in the minutes from a previous <br />97 Economic Development Authority meeting, it was discussed that the makeup of the Economic <br />98 Development Authority may change. Currently, it is comprised of the City Council members, and <br />99 according to the City Charter the Council has financial approval. <br />100 <br />101 Mayor Bergeson opened the public hearing. <br />102 <br />103 Councilmember Carlson moved to close the public hearing. Councilmember O'Donnell seconded the <br />104 motion. The public hearing was closed at 7:00 p.m. <br />105 <br />106 Councilmember Reinert moved to adopt Resolution No. 03-93 approving Revised Lino Lakes City <br />107 Council Business Subsidy Criteria, including the change to language to clarify the City Council of <br />108 Lino Lakes would be considering the criteria. Councilmember Dahl seconded the motion. <br />109 <br />110 Councilmember Carlson stated in the previous meeting, they saw the benefit of requirements to a <br />111 subsidy in regards to Marmon/Keystone, where the company was able to create two jobs, and will be <br />112 creating two more. She indicated she is also concerned about businesses being able to move before <br />113 five years, and she does not agree it is in the City's best interest. <br />114 <br />115 Councilmember Reinert indicated the change in criteria does not mean a business can move; it simply <br />116 gives the City additional options. <br />117 <br />118 Motion carried. Consideration of Resolution No. 03-79, Calling for a Public Hearing to Modify <br />123 Development District No. 1 and to Establish Tax Increment Financing District No. 1-10, <br />124 Mary Alice Divine <br />125 <br />126 Economic Development Assistant Divine presented the staff report, noting this is only giving <br />127 authorization to call a public hearing. <br />128 <br />129 Councilmember O'Donnell moved to adopt Resolution No. 03-79 calling for a public hearing to <br />130 Modify Development District No. 1 and establish TIF District No. 1-10.
