The reason for the barricades was construction in the area, which <br />is almost completed. The City needs to determine what to do with the barricades when <br />the construction is completed. <br />City Engineer Studenski advised the barricades did not get reinstalled after the first layer <br />of bituminous was put down. City staff put the barricades back up when they found out <br />they had not been put back in place. After final review of the road construction and all <br />construction components are complete, the barricades should be taken down. <br />City Engineer Studenski continued stating the next level of bituminous is scheduled for <br />late fall. Reconstruction of 62nd Street will not occur until spring of 2004. The City has <br />received a lot of calls from residents regarding the barricades. <br />City Engineer Studenski stated City Administrator Waite Smith reviewed the meeting <br />tapes and it was confirmed that the Council decided the barricades would come down <br />when construction is completed. The Council now needs to determine if any issues have <br />arisen that would determine the barricades should stay in place. <br />Mayor Bergeson stated there has been confusion about who determines the road is ready <br />for use. The City Engineer is the one who determines when the road will be ready to <br />drive on. <br />Councilmember Dahl stated that because of comments from residents she has more <br />questions for staff. Safety is a big issue. She asked about the possibility of not making <br />the road into a two-lane highway and putting a stop sign up where the barricade currently <br />is. <br />
