CITY COUNCIL WORK SESSION JULY 9, 2003 <br />APPROVED <br />• Community Development Director Grochala stated that typically a stop sign would not be <br />put where the barricade is. Stop signs to control speed have proven to be ineffective. <br />• <br />Councilmember Reinert arrived at the meeting at 5:43 p.m. <br />Councilmember Dahl inquired about the speed limit on the roadway. City Engineer <br />Studenski advised the speed limit on West Shadow is 35 mph. All speed signs will be in <br />place when the road is open for use. <br />Councilmember Carlson asked what would happen with the barricades if this item were <br />not on the agenda. She also asked why this item was put on the agenda. City Engineer <br />Studenski advised the barricades would come down as previously determined by the <br />Council if this issue were not on this evening's agenda. <br />Councilmember Reinert stated the issue is the barricade and the timing on 62"d Street. <br />The road reconstruction on 62"d Street did not go as planned. Putting traffic on 62"d Street <br />without the reconstruction may not be a good idea. He stated the Council should <br />determine if the barricade should stay up. He asked if 62nd Street could handle the <br />additional traffic. <br />City Engineer Studenski stated he believes 62"d Street can handle the additional traffic. <br />Clearly, 62"d Street is not at the standard width but staff feels the roadway can handle the <br />additional traffic. <br />Councilmember Reinert stated that the barricade should come down then. <br />Community Development Director Grochala stated he believes there would have been an <br />overlap in relation to the barricade and reconstruction of 62' Street even if 62"d Street had <br />been reconstructed this year. <br />Councilmember Carlson asked if there is any change or additions to the staff <br />recommendation. Community Development Director Grochala stated this is a timing <br />issue. In a perfect world the City probably would not open West Shadow until 62" Street <br />is reconstructed. <br />Councilmember Carlson asked if the trail on 62"d Street was constructed to City <br />standards. Community Development Director Grochala stated most of the trail is built to <br />City standards. The City requested Mr. Carlson put the trail within the right-of-way. The <br />City did not require him to purchase any additional right-of-way. <br />Councilmember Carlson stated the real issue is that 62"d Street has not been <br />reconstructed. Residents were told 62"d Street would be reconstructed. The problem is <br />projects get delayed for various reasons including issues with the Comprehensive Plan. <br />She stated it is hard to be confident that the roadway will be reconstructed next spring. <br />• Community Development Director Grochala stated the decision that was made on this <br />issue at the Council meeting was made without exploring all the possible issues.
