COUNCIL MINUTES JULY 14, 2003 <br />APPROVED <br />143 City Engineer Studenski stated the street, storm sewer and acquisition costs are all tied together. He <br />•144 indicated the assessment is $3000 for each home with street frontage, and the sanitary sewer and <br />145 water is separate. <br />146 <br />147 Ms. Dupree asked how many other people use the road that the homeowners have to pay for. City <br />148 Engineer Studenski indicated the study shows approximately 2200 vehicles per day. He stated it has <br />149 been the City's policy to assess some of the cost for street repair to the homeowners in these <br />150 situations. <br />151 <br />152 Mayor Bergeson asked how much of the cost was being provided by the state. City Engineer <br />153 Studenski indicated just under $2 million is coming from State Aid, the remaining $400,000 is from <br />154 assessments and trunk fees. <br />155 <br />156 Councilmember Carlson clarified that $2,490,000 was the cost of the entire project, including sewer <br />157 and water. City Engineer Studenski confirmed that was correct. Councilmember Carlson indicated <br />158 that the road cost is only a portion of that, and $2,000,000 from State Aid is being paid toward this <br />159 entire project. City Engineer Studenski again confirmed that was correct. He stated anything with <br />160 the acquisition and relocation is covered with State Aid, noting sewer and water were not included. <br />161 <br />162 Councilmember Carlson asked what approximate percentage of the project was paid by State Aid. <br />163 City Engineer Studenski indicated about 95 percent. <br />164 <br />165 Ms. Dupree asked why they had to pay for the road when everyone else uses it, including school <br />•166 buses. Community Development Director Grochala explained this is a minor collector street, which <br />167 is intended for buses and other traffic. He advised the designation as a minor collector street is what <br />168 allows it to qualify for State Aid. <br />169 <br />170 Ms. Dupree asked if all other streets are assessed for street work. Community Development Director <br />171 Grochala advised that on State Aid streets they follow this same process. If it is not a State Aid street <br />172 the City's policy is to go through a referendum, and $3000 is typical for the assessment other streets <br />173 would see. <br />174 <br />175 Councilmember Carlson moved to close the public hearing at 6:57 p.m. Councilmember O'Donnell <br />176 seconded the motion. <br />177 <br />178 Motion carried unanimously. <br />179 <br />180 i. Consideration of Resolution No. 03-97 Adopting Proposed Assessment Roll, Elm <br />181 Street Reconstruction Project <br />182 <br />183 City Engineer Studenski indicated staff recommends approval of this resolution. <br />184 <br />185 Mayor Bergeson asked City Engineer Studenski to repeat the assessment terms. City Engineer <br />186 Studenski indicated until November 26, 2003 homeowners could pay the entire assessment with no <br />187 interest. After November 26th the amount is sent to Anoka County to be added as a 15 year, 7% <br />188 assessment, spread evenly over the 15 years. He noted homeowners had an option for early payment <br />• <br />189 at anytime during the 15 -year assessment. <br />190 <br />4 <br />
