COUNCIL MINUTES JULY 14, 2003 <br />APPROVED <br />191 Councilmember Dahl moved to adopt Resolution No. 03-97 adopting the proposed assessment roll, <br />5192 Elm Street Reconstruction Project. Councilmember O'Donnell seconded the motion. <br />193 <br />194 Councilmember Carlson noted the comment from Ms. Dupree is right in regard to an exception where <br />195 people were not charged for street repair. She stated she did not know if that was a good decision or <br />196 not, but it is correct. She indicated in 1998 the typical assessment was $3045, so although the cost of <br />197 roads have gone up, the typical assessment amount has not. Consideration of Resolution No. 03-98 Accepting Bids and Awarding Contract <br />205 for Elm Street Improvement Project <br />206 <br />207 City Engineer Studenski reviewed the staff report, indicating they hope to begin the project in July, <br />208 with substantial completion in November. He stated there would be some restoration and final <br />209 bituminous lifts completed in 2004. He indicated staff recommends approval of the resolution. <br />210 <br />211 Councilmember Carlson moved to adopt Resolution No. 03-98 accepting bids and awarding contract <br />212 for Elm Street Improvement Project.
