COUNCIL MINUTES JULY 14, 2003 APPROVED 191 Councilmember Dahl moved to adopt Resolution No. 03-97 adopting the proposed assessment roll, 5192 Elm Street Reconstruction Project. Councilmember O'Donnell seconded the motion. 193 194 Councilmember Carlson noted the comment from Ms. Dupree is right in regard to an exception where 195 people were not charged for street repair. She stated she did not know if that was a good decision or 196 not, but it is correct. She indicated in 1998 the typical assessment was $3045, so although the cost of 197 roads have gone up, the typical assessment amount has not. He stated there would be some restoration and final 209 bituminous lifts completed in 2004. He indicated staff recommends approval of the resolution. 210 211 Councilmember Carlson moved to adopt Resolution No. 03-98 accepting bids and awarding contract 212 for Elm Street Improvement Project.
