He presented a slide <br />25 show that outlined the background and function of the MN Historic Preservation Office. <br />26 He noted that one way to save historic buildings is to form a preservation commission. <br />27 <br />28 Mr. Koop advised preservation commissions essentially work the same as a planning <br />29 commission. An ordinance would be adopted in regard to historic preservation with the <br />30 preservation commission making recommendations based on that ordinance. Mr. Koop <br />31 reviewed the requirements for who may be appointed to the commission noting someone <br />32 from the County's Historical Committee must be included. He also reviewed <br />33 requirements within the preservation ordinance to become a Certified Local Government. <br />34 Becoming a Certified Local Government qualifies the City to apply for matching grants <br />35 from the MN Historic Preservation Office. <br />36 <br />37 Ms. Betsy Friesen, Lino Lakes History Project Representative, stated most of the property <br />38 within Lino Lakes is privately owned. She asked how homeowners and businesses <br />39 usually respond to a historic landmark designation. <br />40 <br />41 Mr. Koop stated responses would vary quite a bit. A lot of homeowners agree their <br />42 property should be designated a landmark. There will always be people who are against <br />43 the designation. The best way to get support is to find supportive property owners. Open <br />44 spaces do come into play if they are associated with a historic property. <br />45 <br />46 Mr. Koop advised the next step for the Council is to discuss the preservation committee <br />47 option and review other community's ordinances. He suggested the City call the City of <br />48 Maplewood for additional information. There are typically 5-7 committee members. The <br />
