CITY COUNCIL WORK SESSION AUGUST 6, 2003 <br />APPROVED <br />1 criteria for designating a building includes history, architecture, and association with an <br />. 2 important person or event. <br />3 <br />4 Acting Mayor Reinert indicated he believes establishing a preservation committee is a <br />5 good idea. <br />6 <br />7 This item will be discussed further at a future City Council meeting. <br />8 <br />9 FINAL REPORT ON MOLD EXPENDITURES, SLADE SMITH AND JOAN <br />10 (MADE <br />11 <br />12 City Administrator Waite Smith distributed a final report from Mr. Slade Smith. <br />13 <br />14 Mr. Slade Smith, Institute for Environmental Assessment, reviewed the final report <br />15 noting the building does not have any water infiltration problems. Heat loss is occurring <br />16 at the steel cantilevers. He recommended the City follow all recommendations outlined <br />17 in the Judd Allen Group report. Other recommendations included warming the interior of <br />18 the chase at rear entrance into the Child Care Center, gap between truss and drywall along <br />19 gable should be filled, and address heat losses with weather stripping around joinery <br />20 between door panels and frames. <br />21 <br />22 Ms. Joan Quade, Attorney, advised the City would have to start a lawsuit within two <br />23 years. The City knows now that it does not have near the problems that were initially <br />24 considered. The contractor is responsible and has indicated they will take care of the <br />25 problems with the building. At this point, it seems as though the issue has been resolved. <br />26 <br />27 City Administrator Waite Smith distributed and reviewed a list of expenditures related to <br />28 the mold problem. She noted there would be another bill from the Attorney and Judd <br />29 Allen Group for the final report. The expenditures were taken from the Capital <br />30 Improvement Fund from dollars left over from the construction of the building. <br />31 <br />32 Ms. Quade stated she has not discussed the incurred expenses with the contractor. <br />33 Expenses related to consultants are typically not reimbursed because they are believed to <br />34 be the cost of doing business. <br />35 <br />36 City Administrator Waite Smith advised the mechanical improvements that were done to <br />37 the building will be beneficial to the City for a very long time. <br />38 <br />39 Acting Mayor Reinert suggested Ms. Quade request that the contractor reimburse the City <br />40 for some of the expenses that were incurred due to the mold problem. <br />41 <br />42 Councilmember Carlson requested Ms. Quade also request information from the <br />43 contractor in regards to why the electronic monitoring system was eliminated from the <br />44 initial project. She asked if doing yearly maintenance on the system would have <br />45 eliminated the mold problem. <br />46 <br />47 Mr. Smith advised that if the maintenance staff had been trained to do yearly maintenance <br />• 48 it is probable the City would not have had the mold problem. <br />
