• <br />• <br />CITY COUNCIL WORK SESSION AUGUST 6, 2003 <br />APPROVED <br />1 <br />2 Councilmember Carlson stated access is an issue on Elm Street, especially for St. <br />3 Joseph's Church. She requested the barricade be moved back because the road is still <br />4 paved and can be driven on. The detour signs are causing a lot of confusion for citizens <br />5 driving to the church. <br />6 <br />7 City Engineer Studenski stated the plan was set up through a traffic control company. <br />8 The traffic control company is looking at a revised plan that will be implemented prior to <br />9 the church festival this weekend. <br />10 <br />11 Councilmember Carlson requested an update in the Friday packets. <br />12 <br />13 Acting Mayor Reinert asked if the Livingston's fence could be saved. City Engineer <br />14 Studenski advised staff is working on that issue. <br />15 <br />16 PERSONAL SERVICES (LE., BARBER) IN GENERAL BUSINESS DISTRICT, <br />17 MICHAEL GROCHALA <br />18 <br />19 Community Development Director Grochala distributed a memo regarding Personal <br />20 Services in GB, General Business District. The memo indicated an oversight has been <br />21 identified in the new ordinance, that is leasing opportunities within multi -tenant buildings <br />22 going up in the Market Place, JADT, and Spirit Hills Commercial development. <br />23 <br />24 Personal Services as defined in Section 1, subdivision 2.B, are listed as a permitted use <br />25 within Neighborhood Business and Limited Business Districts. They are not listed within <br />26 the General Business District. <br />27 <br />28 If the Council is of the opinion that "Personal Services" are comparable to existing <br />29 permitted uses, staff will apply this interpretation for potential users. Additionally, in <br />30 order to avoid any ambiguity staff will proceed with a Zoning Ordinance Amendment to <br />31 specifically include "Personal Services" as a permitted use within the General Business <br />32 District. <br />33 <br />34 Council directed staff to proceed as recommended in relation to Personal Services in the <br />35 General Business District. <br />36 <br />37 REVISIONS TO MARKET PLACE DEVELOPMENT PLAN, MICHAEL <br />38 GROCHALA <br />39 <br />40 Community Development Director Grochala distributed a copy of the Market Place Site <br />41 Plan. Ryan Company would like to combine Retail C and D for one 14,000 sq. foot <br />42 building to allow for more flexibility for tenants. Staff does not see an issue with <br />43 combining the buildings. The lots would also be combined, the easement would be <br />44 moved and the entrance road eliminated. Staff would like to handle the request <br />45 informally as opposed to going through the ordinance amendment process. Staff would <br />46 still complete a full review of the request. <br />47 <br />
