The two issues from the Staffs perspective are the impact on the <br />6 surrounding neighborhoods and public safety. <br />7 <br />8 Chief Pecchia stated the intent of the change was to accentuate the ability to attract <br />9 conventions in the metro area. Local law enforcement will not see any additional dollars <br />10 for enforcement. He stated that from a public safety aspect, allowing bars to remain open <br />11 until 2:00 a.m. is not a good idea. <br />12 <br />13 Mr. Wagner stated the issues the City of Spring Lake Park had were scheduling of <br />14 officers and the financial impact. <br />15 <br />16 Councilmember Carlson stated she would like to hear from other bar owners and citizens <br />17 regarding this issue. <br />18 <br />19 Acting Mayor Reinert stated he is not crazy about the idea of bars staying open another <br />20 hour. He suggested the bars stay open until 2:00 a.m. but not serve alcohol. He did <br />21 indicate he is willing to look into the request further. <br />22 <br />23 Councilmember Dahl stated there is a lot of controversy about this issue. She stated that <br />24 if she were voting now she would vote no to the request. <br />25 <br />26 Council directed staff to add this item to the Council work session agenda September 3, <br />27 2003, 5:30 p.m. <br />28 <br />29 PURCHASE AGREEMENT FOR CITY PROPERTY (VILLAGE), MICHAEL <br />30 GROCHALA, MARY DIVINE <br />31 <br />32 Community Development Director Grochala distributed a copy of a purchase agreement <br />33 from Hartford Group. The Hartford Group has submitted a purchase agreement on the <br />34 11.2 acre of City owned property for the Village area. He stated staff is not requesting <br />35 any action at this point. He asked the Council to review the purchase agreement for <br />36 further discussion at the next Council work session. <br />37 <br />38 Community Development Director Grochala reviewed the contingencies of the agreement <br />39 noting City assistance will be necessary in the form of TIF (Tax Increment Financing), <br />40 tax abatement, land contribution or other financial incentives. <br />41 <br />42 The City Attorney has briefly reviewed the purchase agreement and requested some <br />43 minor changes.
