COUNCIL MINUTES OCTOBER 13, 2003 <br />APPROVED <br />•412 Acting Mayor Reinert asked what the annual figure was that would be added to a person's property <br />413 taxes. City Engineer Studenski indicated he does not have the exact figure, but the amount paid is <br />414 typically doubled when financed, so it would be approximately $400 per year for fifteen years. <br />415 <br />416 Jeff Carlson, 407 Arrowhead Drive stated on the assessments, he thinks it is fine to combine the <br />417 projects for the referendum, but they are three separate projects. He does not think the cost should be <br />418 divided equally between all three areas. He believes there will be a lot more reconstruction for <br />419 Shadow Lake that should not affect his assessment. He stated Staff could probably tell them what the <br />420 cost is per foot, but he would think West Shadow Lake will be more. <br />421 <br />422 City Engineer Studenski advised that regarding the assessment, they followed the previous practice of <br />423 assessing a set amount of $3,000, and used a cost index to move it forward to $3,150. He agreed the <br />424 costs do vary by project, but there is not one project being benefitted more than another. He stated <br />425 the costs are different per project, but the proposal for assessment is only 11% of the costs; the <br />426 majority of the costs are paid through the levy. <br />427 <br />428 Councilmember Reinert verified that the method they have chosen for how people will be assessed <br />429 was how it was previously done, not how much the road costs. City Engineer Studenski indicated <br />430 that was correct. He stated the $3,150 assessment does not begin to cover the costs of the projects. <br />431 <br />432 Jeff Carlson stated if the City always assesses $3,000 then it is fair. He thinks the referendum is the <br />433 way to go, and if the referendum does not pass, he does not think the road should go in. He stated <br />•434 now that some roads have been done that way, all the roads should be done that way. <br />435 <br />436 Councilmember Reinert indicated he agrees West Shadow is in rough shape, which is why it is on the <br />437 project list. <br />438 <br />439 Greg Burke, 6489 Totem Trail indicated he understands the West Shadow Lake area will cost twice <br />440 as much as Shenandoah. Mr. Brink indicated the Shenandoah project is $1,239,300 and the West <br />441 Shadow Lake project is $2,375,700. He noted the cost per foot, however, is about equal. He stated <br />442 they know in the West Shadow Lake area there is likely to be soil issues, and with Shenandoah they <br />443 have curb and gutter and a wider road. He indicated until they do all the studies they will not know <br />444 the final costs for sure. Mr. Burke indicated he believes the project should go ahead; the streets are <br />445 pretty bad. <br />446 <br />447 Rick Christiansen indicated it is listed on the agenda as two separate items, and asked if it would be <br />448 handled as two separate items, with Shenandoah in 2004 and West Shadow Lake in 2005. City <br />449 Engineer Studenski indicated it would be handled separately, and with two separate referendums. <br />450 Mr. Christiansen stated he is for it. He believes the City should get it done. <br />451 <br />452 There was no one else present who wished to speak. Councilmember O'Donnell moved to close the <br />453 public hearing at 8:10 p.m. Councilmember Dahl seconded the motion. Motion carried unanimously. <br />454 <br />455 Councilmember Reinert stated he is wondering about the comments on separate projects. He <br />056 clarified that if the project was going to be just Shenandoah or just West Shadow Lake, it would still <br />457 be $3,150 per lot. City Engineer Studenski indicated that was correct.
