COUNCIL MINUTES OCTOBER 13, 2003 <br />APPROVED <br />•367 improving the drainage. He indicated the area has sewer, but not water, and the project does not <br />368 include adding water. He stated if the City wanted to expand the project to do that, they could. He <br />369 explained the road layers used in reconstruction, indicating they will be replacing with new <br />370 pavement, curb, and gutter to the existing width. <br />371 <br />372 Mr. Brink advised in the West Shadow Lake area, it is a little different. He indicated the road goes <br />373 many different ways and is many sizes. He stated some places have ditches, but there are no curb and <br />374 gutters, and the width varies, sometimes as narrow as 22 feet. He indicated they would be expanding <br />375 the width to 28 feet back-to-back, noting with the close proximity to the lake they will have to be <br />376 flexible in the placement of the road to meet the Watershed District's stringent guidelines. He <br />377 indicated the watershed will have to be well thought out to meet the requirements as well. He stated <br />378 that again, there are no utilities in this area and they would not be adding them unless the City <br />379 requested them. He advised Shenandoah is scheduled for 2004 and West Shadow Lake for 2005. He <br />380 indicated if approved, they would be considering plans and specification in late November, with bids <br />381 in December and construction starting in early 2004. <br />382 <br />383 Councilmember Carlson asked if Staff has looked any further at considering sewer and water on West <br />384 Shadow Lake from the north or the south. Mr. Brink stated they have not looked at it in detail. He <br />385 indicated he is aware there are facilities on Birch Street, or they could come around the north side of <br />386 the lake. He indicated with sewer they would be looking at a lift station. <br />387 <br />388 Councilmember Carlson asked how many homes the lift station could serve, wondering if there is a <br />•389 possibility of serving other homes besides the West Shadow Lake residents. She questioned if there <br />390 were any areas of homes coming in by the school. Community Development Director Grochala <br />391 stated most of the West Shadow area is developed. There may be some lots large enough to split, and <br />392 if they did bring sewer and water to that area, there is one 10 -acre parcel that could subdivide; <br />393 otherwise it is a lot of City and Park land. <br />394 <br />395 Councilmember Carlson asked if a lift station would be feasible for this number of homes. <br />396 Community Development Director Grochala indicated they do not know yet. City Engineer <br />397 Studenski stated when they did the feasibility study they held a neighborhood meeting, and are now <br />398 holding the public hearing. He advised if they move forward with this there will be a lot more <br />399 meetings to get more input from the residents. He indicated for sewer and water considerations they <br />400 will again hold meetings so the neighbors can give their input. He noted his recommendation would <br />401 be to hold the hearings separately for Shenandoah and the West Shadow Lake area. <br />402 <br />403 i. Public Hearing, Shenandoah Area Improvements <br />404 <br />405 Acting Mayor Reinert opened the public hearing at 7:55 p.m. <br />406 <br />407 Tony Bitner stated he was curious about the cost per resident, and how long the assessment could be <br />408 financed. City Engineer Studenski advised the assessment amount is $3,150 per lot, distrubuted <br />409 evenly, which is about 11% of the overall cost of the project. He stated that amount could be paid off <br />410 or could be added to a person's property taxes for 15 years at 7% interest. <br />•11 <br />
