Councilmember O'Donnell indicated <br />641 that he believes with this large project it would come back to the City Council to decide if they can <br />642 find a way to help fund this because they will not be able to assess for the full amount of the costs. <br />643 <br />644 Joe Meyer stated he is in support of what the City is trying to do. He indicated the road is very bad. <br />645 He has been there 17 years and it is very bad. He agrees with getting it on the referendum and having <br />646 the people of Lino Lakes help pay the cost, then looking at sewer and water. <br />647 <br />648 Jason LaPlante asked why 16,000 other Lino Lakes residents care about this neighborhood, and why <br />649 they would want to help pay for the road. He indicated when they talk about the cost benefit of sewer <br />650 and water, for him, being high on the golf course, it would have little benefit. Community <br />651 Development Director Grochala indicated each of the owners would be assessed, but they would not <br />652 be forced to hookup. He stated it is difficult because the situation is different on either side of the <br />653 street. The lots on the lake side are smaller and have fewer septic system options. He stated as to <br />654 why 16,000 residents would want to help pay for the road, it is because their turn will come. <br />655 <br />656 Sherry Stern indicated she seconds what Mr. Meyer said. She has been there 17 years, and has seen <br />657 the road deteriorate. She stated you cannot go around a car without brushing trees on the side. She <br />658 indicated whether or not they have utilities she thinks $3,150 for a road is a great deal and they would <br />659 be foolish to turn it down. <br />660 <br />661 Councilmember O'Donnell moved to close the public hearing at 9:09 p.m. Councilmember Dahl <br />.662 seconded the motion. Motion carried unanimously. <br />663 <br />664 Councilmember O'Donnell asked if they were following the City Charter process for street <br />665 improvements. City Attorney Hawkins indicated in his opinion they were. <br />666 <br />667 Councilmember O'Donnell stated it seems like a confusing process. He asked how they could get this <br />668 on the agenda of the Charter Commission because if they are following the City Charter's process it <br />669 is confusing. Community Development Director Grochala stated they are following two processes. <br />670 He indicated the Section 429 process is the City Charter process, which says residents have 60 days <br />671 to petition, and if they do, the City cannot assess against them and would have to find other funds. <br />672 He stated the other part says if a City is using tax dollars they have to have it on the ballot in 120 <br />673 days, so they are doing both processes jointly. He indicated it is not really different than 1998, <br />674 although the question on the ballot is more detailed than it was in 1998. Councilmember O'Donnell <br />675 commented they should try to improve the process. <br />676 <br />677 Councilmember Carlson stated timing is part of the issue here. She indicated in 1997, they had the <br />678 feasibility study in June and July and did discuss details, down to street lights. She stated the lesson <br />679 they need to learn is to get going earlier in the year so they can work out some of the details before <br />680 they vote to put it on the ballot. She believes this is a good project and the price to the residents is <br />681 reasonable and they should move ahead. <br />682 <br />683 Councilmember Dahl stated she has been sitting here listening for three hours, and since she is on the <br />084 Charter Commission she guarantees it will be on the next agenda. She indicated the problem is that <br />685 in some people's minds, the process was not followed the same as it was on Black Duck Drive. She <br />15 <br />
