COUNCIL MINUTES OCTOBER 13, 2003 <br />APPROVED <br />•686 indicated the price is the same, which is good news, but the process was not followed. She stated <br />687 because it was not followed exactly they need to learn from this. She noted Councilmember Carlson <br />688 had mentioned a few meetings ago that the public hearing was not done. <br />689 <br />690 Councilmember Dahl stated that some residents have indicated to her that because of the unknown <br />691 sewer and water, it may affect their vote. She agrees that if it was her road, she would want to know <br />692 details of how it would affect her property before she voted, because when she spends her money she <br />693 makes sure the end justifies the means. She stated she knows the road needs to be done, but the <br />694 reason she likes the Charter process is because it gives people the right to vote. She indicated it has <br />695 come to vote before and passed overwhelmingly, with two-thirds of the voters in favor. She stated <br />696 either way it does not mean the City Charter is broken, it just means they went to the people and this <br />697 is what they chose. She thinks they need to bring it up at the Charter Commission meeting to make it <br />698 clearer for the City Council or future City Council to follow. She encourages all residents to vote, no <br />699 matter which way they intend to vote. <br />700 <br />701 Acting Mayor Reinert called a short recess at 9:17 p.m. <br />702 <br />703 Mayor Bergeson reconvened the meeting at 9:24 p.m. <br />704 <br />705 D. Consideration of Resolution No. 03-175, Approving Development Contract (Site <br />706 Grading Only), Ravens Hollow, Jim Studenski <br />707 <br />.708 City Engineer Studenski summarized the Staff report, indicating Staff recommends approval of the <br />709 resolution. <br />710 <br />711 Councilmember O'Donnell moved to adopt Resolution No. 03-175 approving the development <br />712 agreement for grading, Ravens Hollow. Councilmember Dahl seconded the motion. <br />713 <br />714 Motion carried unanimously. <br />715 <br />716 Resolution No. 03-175 can be found in the City Clerk's office. <br />717 <br />718 E. Consideration of Resolution No. 03-177, Approving Conditional Use Permit, Automobile <br />719 and Truck Repair Facility, Dick Thompson <br />720 <br />721 Community Development Director Grochala summarized the Staff report, reviewing the site plan. <br />722 He explained the design elements Staff is requesting, noting the colors would be earthtone. He <br />723 reviewed the lighting plan, noting three fixtures exceeded the candlefoot requirements and a new plan <br />724 will be submitted. He indicated there is perimeter landscaping going in. He stated Staff met with the <br />725 developers on September 23rd to modify the plans, which resulted in revisions to trees. He indicated <br />726 Staff is requesting a revised site plan and details on what those trees will be. He stated utilities are <br />727 provided to the site. He noted the Environmental Board reviewed the plans on July 30 and <br />728 recommended approval, and their comments have been incorporated into the plans. He stated <br />729 Planning and Zoning recommended approval on August 13, and their comments have been <br />•30 incorporated into Staff comments.
