COUNCIL MINUTES OCTOBER 13, 2003 APPROVED • 138 139 Councilmember Carlson asked by how much this development exceeds the greenspace requirements. 140 City Planner Smyser stated the minimum is 50%, and this is 61 or 63%. 141 142 Councilmember Carlson asked how much the dwelling size exceeds the requirements. The applicant 143 indicated the smallest unit is 500 feet larger than the minimum requirement. 144 145 Councilmember Carlson noted the garage is smaller, but only by 100 feet, which is offset by the size 146 of the units. In addition,the owners do not have outside maintenance as you would with a normal 147 two -car garage, thereby less yard maintenance equipment would be needed. 148 149 Councilmember Dahl asked what the acreage was that the greenspace exceeded, rather than the 150 percentage. The applicant indicated about 2 3/4 acres. Councilmember Dahl indicated on a 33 -acre 151 site that means more to her than the percentage. 152 153 ii. Second Reading, Ordinance 20-03 Rezoning from R-1 and R-3 to R-3 PUD, 154 Miller's Crossroads, Bruggeman Properties 155 156 Councilmember Carlson moved to approve the SECOND READING of Ordinance No. 20-03 157 amending the Zoning Ordinance of the City of Lino Lakes by rezoning certain real estate from R-1, 158 Single Family Residential and R-3, Medium Density Residential to R-3 Urban residential Planned 159 Unit Development (PUD) for the Miller's Crossroads Development. Councilmember O'Donnell 016o seconded the motion. 161 162 Councilmember Carlson voted yea. Councilmember O'Donnell voted yea. Councilmember Dahl 163 voted yea. Councilmember Reinert voted nay. Consider Resolution No. 03-173, Approving Development Contract (Site Grading 168 Only), Jim Studenski 169 170 City Engineer Studenski summarized the staff report, indicating it follows the standard format and 171 requirements of the City. He indicated Attachment A is a summary of the dollar amounts provided 172 by the developer to determine the 150% and Attachment B shows the City fees for escrow to be paid 173 by the developer. 174 175 Councilmember Carlson noted a correction is needed to the report, as the number of units changed 176 from 152 to 151 due to the change from 13 townhouses to 12 twinhomes. City Engineer Studenski 177 indicated that was correct. 178 179 Councilmember Dahl moved to adopt Resolution No. 03-173 approving Development Contract for 180 Site Grading, Miller's Crossroads. Councilmember O'Donnell seconded the motion. 181 •82 Motion carried unanimously. 183
