• <br />• <br />• <br />CITY COUNCIL WORK SESSION NOVEMBER 5, 2003 <br />APPROVED <br />1 METROPOLITAN COUNCIL'S 2030 REGIONAL DEVELOPMENT <br />2 FRAMEWORK POPULATION AND HOUSEHOLD FORECASTS, MICHAEL <br />3 GROCHALA <br />4 <br />5 Community Development Director Grochala distributed a copy of the 2030 Regional <br />6 Development Framework from the Metropolitan Council. The population forecast <br />7 through year 2030 was outlined on the handout. The Metropolitan Council would like the <br />8 City's help on making sure the new framework is based on current and accurate growth <br />9 expectations. <br />10 <br />11 Community Development Director Grochala advised the City is approximately 300 <br />12 households over what the Metropolitan Council has forecast for 2010. The forecast for <br />13 2020 and 2030 are higher than what the city is projecting. If the Council is comfortable <br />14 with the City's projections, staff will review them with the Metropolitan Council. The <br />15 determined numbers will be used for the 2010 Comprehensive Plan revision. <br />16 <br />17 Councilmember Carlson asked if the forecast calls for a Comprehensive Plan amendment. <br />18 Community Development Director Grochala stated the numbers in the Comprehensive <br />19 Plan are an estimate. The numbers in the Plan were developed in 1997 and are irrelevant <br />20 at this point. <br />21 <br />22 Councilmember Carlson indicated she does not agree with changing the numbers from <br />23 those shown in the Comprehensive Plan. <br />24 <br />25 UPDATE REGARDING CITY ADMINISTRATOR SEARCH, MAYOR <br />26 BERGESON <br />27 <br />28 Mayor Bergeson advised last Wednesday four Councilmembers and the Directors <br />29 interviewed seven individuals for the vacant City Administrator position. Originally, <br />30 staff and the Council came up with a short list of preferred individuals to continue <br />31 through the process. Two of the names on both lists were the same. A revision was made <br />32 to the Council's list because there was a tie for the third slot on the list. Another <br />33 candidate was added. There were concerns expressed by some of the Councilmembers <br />34 regarding that revision. Also, one of the applicants has accepted another job offer. Two <br />35 individuals have been contacted in regard to a second interview. Staff needs direction <br />36 about contacting any other candidates. <br />37 <br />38 Councilmember O'Donnell proposed the Council move forward with the three remaining <br />39 candidates that were agreed on by the Council at the meeting last week. <br />40 <br />41 Councilmember Dahl indicated she is not comfortable with that option. <br />42 <br />43 Councilmember Carlson expressed concern that perhaps the Council is not following the <br />44 process that was outlined and agreed upon. She stated she believes the ratings of each <br />45 candidate should be included in the record of that meeting. <br />46 <br />47 Acting City Administrator/Administration Director Tesch advised PDI could start the <br />48 assessments as early as next week. <br />
