COUNCIL MINUTES FEBRUARY 9, 2004 <br />APPROVED <br />140Connie Grundhofer, Environmental Board member indicated the Backyard Wildlife Habitat Program <br />041 was started in the early 1970's. She stated this program allows people to have their backyard <br />142 designated as a wildlife habitat when they agree to provide water and food, not use hazardous outdoor <br />143 chemicals, etc. She indicated this program has now been expanded to communities. She stated Lino <br />144 Lakes would encourage schools and businesses to join the program by providing for the wildlife, and <br />145 encourage those participating in the program to talk to their neighbors about joining also. She <br />146 indicated participating in the program also keeps the water and air clean because you are not using the <br />147 chemicals that can damage that. She stated it is a great way to get communities to come together. <br />148 <br />149 Councilmember Carlson moved to adopt Resolution No. 04-21 approving the Environmental Board <br />150 goals for 2004. Councilmember Dahl seconded the motion. <br />151 <br />152 Motion carried unanimously. <br />153 <br />154 Resolution No. 04-21 can be found in the City Clerk's office. <br />155 <br />156 B. Consideration of Resolution No. 04-19, Making a Negative Declaration on the need for <br />157 an Environmental Impact Statement for Legacy at Woods Edge, Michael Grochala <br />158 <br />159 Community Development Director Grochala summarized the Staff report, noting Staff recommends <br />160 approving the resolution, making a negative declaration on the need for the Environmental Impact <br />161 Statement. <br />162 <br />163 Councilmember Carlson indicated on the Environmental Board comments it mentions a sentence has <br />•64 been added. She noted they also received a memo January 23, 2004 mostly addressing plantings. <br />165 She asked if those had been incorporated. Community Development Director Grochala confirmed <br />166 that they received a lot of landscaping recommendations, and all have been incorporated into the final <br />167 document. <br />168 <br />169 Councilmember Carlson stated it mentions petroleum products may be in the storage tanks. <br />170 Community Development Director Grochala noted these would be removed as part of the project. <br />171 <br />172 Councilmember Carlson asked if Staff knew if the tanks actually had petroleum products in them <br />173 now. Community Development Director Grochala stated he believes there is in the tanks themselves. <br />174 <br />175 Councilmember Carlson asked if the Planning and Zoning Board saw this before the preliminary plat <br />176 came to them. Community Development Director Grochala stated they did. He noted the preliminary <br />177 plat is actually going before the Planning and Zoning Board at their next meeting. He indicated they <br />178 had a special meeting on January 28, 2004 to review the traffic situation. He stated the Mn/Dot <br />179 reviews turned out fairly positive, but they still have to meet with the Metropolitan Council and <br />180 Anoka County. He noted the Metropolitan Council previously reviewed the plan but Mn/Dot <br />181 recommended some changes. <br />182 <br />183 Councilmember Carlson asked if the City Council would get to review the traffic plan.
