COUNCIL MINUTES FEBRUARY 23, 2004 <br />APPROVED <br />287 will follow through and give Lino Lakes the good quality she saw in Forest Lake. She thanked them <br />*88 again for working with the City Council and with her on her concern. <br />289 <br />290 Mayor Bergeson asked when the Ware Road realignment would occur. Community Development <br />291 Director Grochala stated it is included in the whole Hodgson, Birch improvements. He indicated the <br />292 specifications are being prepared now, and they hope to build this summer. <br />293 <br />294 Councilmember Dahl moved to adopt Resolution No. 04-24 approving the final plat and amending <br />295 the phasing plan for Millers Crossroads. Councilmember Carlson seconded the motion. <br />296 <br />297 Councilmember Reinert stated he will vote no, as he voted no on previous motions concerning this <br />298 development. He indicated he has not been against the project all along, but objects to how it ended <br />299 up. He stated he has been a resident of Lino Lakes since 1985, and is familiar with medium density <br />300 zoning. He indicated medium density was previously up to eight units per acre, and the city has <br />301 worked hard to get it to six units per acre. He stated this project maximizes the six units per acre, and <br />302 he feels at this corner and with the residential neighbors around it, six is too high. He indicated he <br />303 feels the City had some bargaining power and gave it up. He stated the development has substandard <br />304 setbacks, substandard garage sizes, and too many homes for the area. He indicated the architectural <br />305 standards have been dropped. He is not against development of the property for medium density, but <br />306 thinks they could have done better. He indicated the positive out of this is the realignment of Ware <br />307 Road, and the signal at 42nd that is desperately needed. He stated he will vote no, and thinks the city <br />308 could have done better. <br />309 <br />310 Councilmember Carlson advised the development originally was to be half commercial, and she <br />11 forgot to thank the developer for cooperating and reducing the amount of commercial, and for <br />312 removal of the second service station. She also thanked the developer for working with the <br />313 Environmental Board. <br />314 <br />315 Vote: 4 Ayes, 1 Nay. Motion carried. Councilmember Reinert opposed. <br />316 <br />317 Resolution No. 04-24 can be found in the City Clerk's office. <br />318 <br />319 Mayor Bergeson noted if the Centennial High School teacher is watching she should know the three <br />320 students are still here and still taking notes. <br />321 <br />322 D. Consideration of Resolution No. 04-29, Approving Plans and Specifications for the 62nd <br />323 Street Improvement Project and Authorizing Advertisement for Bids, Scott Brink <br />324 <br />325 City Engineer Brink summarized the Staff report, indicating Staff recommends approval. <br />326 <br />327 Councilmember Carlson stated she had a citizen call asking if this would have curb and gutter. City <br />328 Engineer Brink stated it would have curb and gutter. <br />329 <br />330 Councilmember Reinert moved to adopt Resolution No. 04-29 approving plans and specifications for <br />331 the 62nd Street Improvement Project and authorizing advertisement for bids. Councilmember Dahl <br />332 seconded the motion. <br />333 <br />034 Motion carried unanimously. <br />7 <br />
