• <br />• <br />• <br />CITY COUNCIL WORK SESSION MARCH 25--27, 2004 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 LEADERSHIP WORK SESSION MINUTES <br />3 <br />4 <br />5 DATE : March 25 - 27, 2004 <br />6 TIME STARTED : 5:30 P.M., March 25, 2004 <br />7 TIME ENDED : 4:30 P.M., March 27, 2004 <br />8 MEMBERS PRESENT : Councilmembers Carlson, Dahl, Reinert, Stoltz and <br />9 Mayor Bergeson <br />10 MEMBERS ABSENT : None <br />11 <br />12 Staff members present: City Administrator, Gordon Heitke; Finance Director, Al Rolek; Public <br />13 Services Director, Rick DeGardner; Community Development Director, Michael Grochala; Public <br />14 Safety Director, Dave Pecchia and Consultant Carl Neu. <br />15 <br />16 AGENDA <br />17 <br />18 The work session meeting was called to order on Thursday, March 25, 2004 at 5:30 p.m. All council <br />19 members were present. <br />20 <br />21 Carl Neu, workshop facilitator, presented and discussed concepts related to how councils function as <br />22 teams. The Strength Development Inventory (SDI), previously completed by council members, was <br />23 reviewed and discussed to assess how individual's strengths are used in relating to others and how <br />24 they change in different conditions. <br />25 <br />26 The workshop was recessed at 9:30 p.m. until 1:00 p.m. Friday, March 26, 2004. <br />27 <br />28 The workshop was reconvened by Acting Mayor Donna Carlson on Friday, March 26, 2004 at 1:10 <br />29 p.m. <br />30 <br />31 Staff present for the remainder of the workshop included City Administrator, Gordon Heitke; Finance <br />32 Director, Al Rolek, Public Services Director, Rick DeGardner; Director of Administration, Dan <br />33 Tesch; Community Development Director, Michael Grochala; Public Safety Director, Dave Pecchia. <br />34 Mayor Bergeson joined the meeting at 1:15 p.m. The remaining Councilmembers were present. <br />35 <br />36 Workshop facilitator, Carl Neu, continued to present an overview of the concepts and characteristics <br />37 of highly effective city councils. The council and management team engaged in an exercise to <br />38 evaluate interpersonal and rational processes utilized in group decision making. <br />39 <br />40 The concept of the council — staff partnership together with factors and elements contributing to its <br />41 effectiveness was reviewed. <br />42 <br />43 Motion by Councilmember Reinert, seconded by Councilmember Stoltz, to recess the workshop at <br />44 8:00 p.m., to be reconvened Saturday, March 27, 2004 at 8:00 a.m. The motion passed unanimously. <br />45 <br />46 Mayor Bergeson reconvened the workshop at 8:15 a.m. All of the Councilmembers were present. <br />47 Discussions continued regarding the roles of council and staff from the perspectives of: function, <br />48 performance, and wants and needs. Staff and council identified what was desired and expected of <br />49 each other. <br />
